Fu Xiao: My understanding is that "integration" is a strategic measure for the development of the Yangtze River Delta region, and "high quality" is the strategic goal of the integrated development of the Yangtze River Delta region.
The connotation of integration is very rich, including the integration of development pattern, industrial and scientific and technological innovation, infrastructure integration, ecological environment construction, public service integration, etc. Through the implementation of integrated strategic measures, we will promote the optimal allocation of factor resources across regions, break the regional segmentation of the market, realize the transformation of development momentum, efficiency and quality, and take the lead in high-quality development.
The positioning of the development of the Yangtze River Delta region is "one pole, three districts and one highland". Fu Xiao: The coordination of the industrial allocation of the three provinces and one city should be based on the current situation of industrial development, respect the division of labor formed by market competition, and at the same time carry out strong planning and guidance, combine promising and effective markets, elongate the long board, and cultivate leading industries such as artificial intelligence, semiconductor integrated circuits, and biomedicine. It is also necessary to actively lay out future industries such as quantum communication and a new generation of Internet, make the "cake" bigger, and enhance the overall competitiveness of the industry. In terms of infrastructure, industrial integration, etc., what do you think is still room for development?
Fu Xiao: In terms of infrastructure interconnection and industrial integration and development, the Yangtze River Delta has a lot of space. Taking transportation as an example, one of the main goals of integrated development is the convenience of spatial connection, and the first thing to solve is the problem of global infrastructure interconnection, and the most important thing is the transportation problem on both sides of the Yangtze River and the area around Hangzhou Bay, especially the Hangzhou Bay area. At present, there is no high-speed rail channel across Hangzhou Bay, the Tongsu-Jiayong high-speed railway is under construction, and Shanghai-Ningbo and Shanghai-Zhou are doing preliminary demonstrations. Integrated transportation has two characteristics, one is faster speed, and the other is suitable density. At the same time, transportation is also a time concept, which contains time saving, and time saving is equal to reducing costs.
First of all, from the perspective of integrated transportation, Shanghai-Ningbo and Shanghai-Zhouzhou high-speed railways should be accelerated, with Shanghai as the leader, and the "Yangtze River Delta on the track" should ensure that any city in the Yangtze River Delta can be reached from Shanghai within three hours.
Secondly, in terms of the transportation connection of the metropolitan area, the traffic of the six major metropolitan areas of Shanghai, Nanjing, Hangzhou, Hefei, Suzhou, Xichang and Ningbo all need to be improved. The metropolitan area should have the same city effect, and the most remote cities can be reached in an hour by high-speed rail, which can be done by Suzhou, Xichang at present, but there is a gap in other metropolitan areas. The traffic in the Shanghai metropolitan area needs to be further optimized, and the traffic within other metropolitan areas needs to be improved.
Thirdly, from the provincial perspective, the internal transportation of the three provinces needs to be further optimized. For example, from the eastern coast of Zhejiang to Lishui, Quzhou and other inland areas, Hefei in Anhui to remote cities, Jiangsu from southern Jiangsu to northern Jiangsu, it is not very convenient at present, and it is necessary to achieve rapid connection through high-speed rail and intercity.
There are also issues with ports, air transport and highways in terms of transportation. Integrated development provides a broad space for industrial integration, and we can plan the problem of stabilizing, supplementing and consolidating the chain in the Yangtze River Delta region. Establish and innovate a financial system so that private entrepreneurs dare to take risks and innovate.
China Economic Times: In your opinion, in the integrated and high-quality development of the Yangtze River Delta, how to optimize the development environment of private enterprises and promote the healthy development of the private economy?
Fu Xiao: As far as the entire Yangtze River Delta region is concerned, in order to optimize the environment for the development of the private economy and promote high-quality development, the key is to truly implement the measures to support the development of the private economy, and the measures introduced by the three provinces and one city to support the development of the private economy, create an international, legalized, market-oriented and predictable business environment, and truly solve the problems of equal rights, equal opportunities and equal rules, and the most important thing is the issue of market access and income distribution.
