Beijing's new medical insurance adjustment policy.

1.Changes to funding criteria.

In a notice issued on December 18 last year, the Beijing Municipal Medical Security Bureau and the Finance Bureau announced a new plan for the financing standards of basic medical insurance for urban and rural residents in 2024.

For the elderly, the annual medical premium per person is 4,720 yuan, of which 400 yuan is paid by individuals, and financial subsidies account for 91%, with 1,930 yuan contributed by the municipal government and 2,390 yuan by the district finance.

The annual fee for students and children is 2,070 yuan, of which 375 yuan is paid by individuals, and the rest is subsidized by **, with a subsidy of 617 yuan at the municipal level and a subsidy of 1,078 yuan at the district level.

Urban and rural residents of working age need to pay 3,020 yuan per person per year, of which 705 yuan is paid by individuals, and the rest is financial subsidies, of which 927 yuan is contributed by the municipal government and 1,388 yuan by the district-level government.

This change highlights the importance that health insurance places and how it balances the interests of various communities.

2.The restriction on the first referral is lifted.

Starting from January 1, 2024, urban and rural elderly people and residents of working age who participate in the basic medical insurance for urban and rural residents, as long as they have signed a contracted service agreement for family doctors in the city, can directly go to the designated medical institutions of their choice to receive **, and there is no need to worry about the restrictions on the first diagnosis and treatment.

However, for those residents who have not yet signed an agreement, the provision will continue to be enforced. The purpose of this change is to improve the convenience of medical treatment for residents.

3.Changes to the upper limit of payment for outpatient and emergency services.

From New Year's Day 2024, the maximum payment limit for basic medical insurance for urban and rural residents will be increased. It is understood that in each medical insurance year, if the members participating in the basic medical insurance for urban and rural residents incur outpatient and emergency medical expenses, the upper limit of this part of the cost will be increased from the original 4,500 yuan to 5,000 yuan.

Zhejiang Province medical insurance payment base changed.

On December 14 last year, the Zhejiang Provincial Medical Security Management Service Center issued a new document announcing the adjustment of the payment standard of provincial basic medical insurance in 2023: the upper limit of the medical insurance payment base for in-service employees was increased from 22,311 yuan to 24,060 yuan, and the lower limit was also raised from 3,957 yuan to 4,462 yuanThe minimum monthly deduction base for retirees in provincial medical insurance has been raised from 7,437 yuan to 8,020 yuan.

Local medical insurance bureaus have clarified the determination of the medical insurance payment period.

Tianjin City. The Tianjin Municipal Health Insurance Bureau has recently produced a new standard for the number of years of medical insurance contributions, which stipulates the actual number of years of payment and the number of years of recognized payment for workers.

More importantly, according to the notice, the city's health insurance participants are required to ensure that men have paid for at least 25 years and women have paid for at least 20 years, and the actual payment time in the city must not be less than 5 years.

In addition, only those who meet these contribution conditions will be eligible for health insurance benefits at the time of retirement.

Wuhan. Wuhan has issued new regulations that allow employees who have not paid for medical insurance for enough years to make a lump sum payment at the time of retirement.

For example, men who have paid premiums for 30 years (including at least 10 years of paid-in premiums) and women who have paid premiums for 25 years (who have actually paid premiums for 10 years) are eligible for medical insurance benefits for retirees after completing the retirement procedure.

If the employer fails to fully implement the obligation to pay medical insurance to the employee, resulting in the employee not reaching the required number of years of payment at the time of retirement, the employer is required to pay the unpaid medical insurance premium.

If the payment period of the employee who has completed the payment still does not meet the requirements, they can choose to pay the required basic medical insurance premiums in a lump sum to make up for the number of years of payment, or choose to join the urban and rural residents' medical insurance to obtain the corresponding resident medical insurance benefits.
