Before the Qin Dynasty, it can be regarded as the gestation period of this system, and after the Qin Dynasty, it gradually developed and matured, as the so-called "Qin system is practiced for hundreds of generations". This is a well-organized system that ensures that Chinese civilization will continue to be washed away in the long river of history. Even after being conquered by a barbarian civilization, it was precisely because of her superiority that the conquerors followed suit, thus assimilating the conquerors and strengthening the Chinese civilization.
In the same period of history, compared with the West, they adopted several similar systems, such as republicans, democracies, etc. These systems emphasize the independence of the individual, and the organization is mainly based on collective bargaining, such as convening citizens' assemblies at every turn to collectively discuss and decide on matters in the country. This system, in contrast to the well-organized Chinese county system, is relatively loose and has a limited geographical and population role. For example, due to the distance between the city-states, it is not convenient to gather the people to decide on political affairs, so it is impossible to rule across the city-states. Perhaps because of the limitations of this political system, Westerners could not form a unified multi-racial state for a long time, and could only exist in the form of city-states. In ancient times, when the productive forces were not developed, the prosperity and weakness of a certain city-state civilization obviously became very accidental, and it was normal to be conquered by other city-states or races and annihilate in the dust of history.
Our county system has developed to this day, and there have been essential changes. For example, her historical appearance has always appeared as the rule of a family, and now it has developed into a political party. China implements a modern county system, so that the first representative of the people is in charge of the main and important assets of the people, but in a real sense, the democratic, free and equal citizens are realized and guaranteed. Because under this system, the ownership of major assets such as land and energy belongs to all the people, and the various functional departments of the first class manage or operate on behalf of the people, so the people are equal both economically and politically. This is exactly the same as the traditional Western theory of democracy, that is, our institutional practice is consistent with the traditional democracy discussed by the Western sages. From the expositions of Western sages, such as Aristotle's "Politics" and Rousseau's "Theory of Social Contract", whether it is the city-state democracy implemented in ancient Greece or the democratic republic implemented in ancient Rome, they are all based on the economic basis that the ownership of land and other property belongs to all citizens. In other words, the democratic private ownership system practiced in the West is not the traditional authentic democracy of the West, and their traditional democracy is public ownership, while the system practiced in China is closer to the traditional system of the West.
Of course, China's institutional practice is based on China's traditional county system, but the one-man monarchy system has been converted to the first-class heroic system, and the two are of course fundamentally different.
