Towards the end of the year, commercial banks concentrated on 'tackling tough problems' and adopted a variety of measures to increase the disposal of non-performing assets, with the aim of achieving the assessment targets of non-performing assets and coming up with bright indicators at the end of the year. In addition, some small and medium-sized banks are speeding up the pace of reform and risk reduction in accordance with the unified plan. Non-performing loan transfers are hot

With the further advancement of the pilot project of non-performing loan transfer, the transfer of non-performing loans of banking institutions has continued to expand.

On December 8, the Banking Credit Assets Registration and Circulation Center** (hereinafter referred to as "Yindeng") disclosed the latest statistical table of institutions that have opened non-performing loan transfer business accounts, and since November this year, 16 new banks have opened accounts.

According to Yindeng.com, from November 1 to December 11, a total of 35 banks issued announcements on the transfer of non-performing loans, compared with only 18 banks in the same period last year. Judging from the specific situation of the transfer project, the non-performing loans of individuals and credit cards account for the majority.

For example, on December 4, information from Yindeng.com showed that Shanghai Pudong Development Bank (600000SH) Tianjin Branch plans to transfer 6,217 individual non-performing loans (19,955 transactions in total) to qualified asset management companies through open bidding through the Banking Credit Asset Registration and Circulation Center. On the same day, Beijing Rural Commercial Bank planned to transfer 116 credit card non-performing loans.

Recently, the "Implementation Opinions on Promoting the High-quality Development of Inclusive Finance" issued by ** put forward a series of policy measures. Among them, there are many mentions of speeding up the disposal of non-performing assets. Bank of China (601988.)Li Yifan, a postdoctoral fellow at SH) Research Institute, believes that banks' active promotion of the disposal of non-performing assets can be understood from the following two aspects: "First, from the perspective of supervision, since 2023, supervision has gradually focused on comprehensively strengthening supervision, preventing and resolving risks, firmly guarding the bottom line of no systemic financial risks, and ensuring the legitimate operation and steady development of banks." Correspondingly, banks are promoting the disposal of non-performing assets, which is a positive response to regulatory requirements. Regarding the rise in the issuance of non-performing ABS, Li Yifan said: "First, as the end of the year approaches, some banks have stepped up the disposal of non-performing assets in order to ensure that the core indicators of asset quality meet regulatory requirements, which has given rise to the demand for 'off-balance-sheet' of non-performing assets. Second, non-performing ABS has the advantage of less capital occupation, and by reducing the occupation of capital by existing non-performing assets, more credit funds can be released to the real economy and the structure of bank credit assets can be optimized. On the whole, considering the relative advantages of non-performing ABS, there is still a lot of room for banks to dispose of and revitalize non-performing assets in this way in the future. ”

Yang Haiping said: "On the one hand, commercial banks have recognized the role of non-performing ABS in optimizing indicators and revitalizing existing credit assets, and will issue non-performing ABS as a routine disposal channel. On the other hand, the increase in the issuance of non-performing ABS is partly related to the rise in the amount of non-performing assets of personal housing loans and credit cards. Generally speaking, NPL ABS faces the problems of difficult screening and valuation of underlying assets, and relatively speaking, the valuation methods and valuation results of personal mortgage and credit card NPAs are more likely to be recognized by investors. ”

Yang Haiping said: "Commercial banks want to upgrade the disposal of non-performing assets to the operation of non-performing assets, and their innovation space mainly lies in using investment banking concepts and investment banking methods to explore and realize the value of non-performing assets. In the context of macroeconomic pressure, commercial banks have regarded non-performing assets as important operable assets, and regarded the operation of non-performing assets as the second channel to serve customers and the second battlefield to serve the real economy. ”

Second, in combination with its own strategy and development needs, it actively explores and broadens the types and scope of non-performing asset undertaking institutions, actively promotes diversified and market-oriented disposal tools such as assetization, transfer of asset income rights, and debt-to-equity swaps, and prevents and resolves the risk of non-performing assets through the comprehensive use of various means.
