It's been five years, sitting in front of the computer and looking back on this time, my mood can be described as overturned. This is not only the passage of five years, but also the mark of our hard work and struggle in the past five years. On December 22, 2018, the results of the provincial social organization assessment were announced with relief. Five years of waiting, five years of dedication, and five years of struggle converge into a thick report card at this moment. I have never felt a sense of accomplishment in my heart, and I firmly believe that I will forge a sword in five years and move forward again.

Five years ago, following the guidance of the Provincial Department of Civil Affairs, we embarked on a journey of focusing on evaluation and persistent standardization. The past five years are not only five years for us and the majority of participating units to make progress and grow together, but also five years for us to meet new requirements and create a new situation. Under this blue sky, we started from scratch, like a glowing seed, quietly taking root and thriving. This is not only a job, but also our responsibility for the standardized management of social organizations.

Back in 2015, when the Ministry of Civil Affairs issued the "Guiding Opinions on Exploring the Establishment of a Third-Party Assessment Mechanism for Social Organizations", we saw a new direction. The "Opinions" point out that it is necessary to actively cultivate and standardize third-party assessment institutions for social organizations, and gives us a clear task - to explore the establishment of third-party assessment of social organizations. We did not hesitate to devote ourselves to it, and we made unremitting efforts in order to apply for the evaluation of the provincial social organization level. Study and investigation, on-site research, standard preparation, team building, every step is a solid footprint, and every achievement is condensed with our hard work.

In 2018, we finally passed the review of the Standardization Administration of China, and the evaluation index system of social organizations compiled by us officially passed the review. The number is T SPDA 001-2020, which is not only a recognition of our work, but also an affirmation of the evaluation of social organizations. From 2019 to 2023, the Provincial Department of Civil Affairs entrusted us with the task of evaluating the level of provincial social organizations, which is a recognition of our past efforts and an expectation for the future.

In the past five years, we have not only reviewed documents, but also served social organizations with our hearts. Through the assessment, we have solved the problems of unsound social organizations, imperfect internal governance, and non-standard organizational behavior, and helped social organizations establish and improve internal management systems. This is not only an assessment, but also an in-depth help to social organizations, a rescue that struggles to survive in a difficult situation. In the face of numerous difficulties in the development of social organizations, we have taken practical actions to enable social organizations to understand their own problems in a timely manner through policy publicity and professional guidance in on-the-spot assessments, to increase the intensity of internal governance, to improve the corporate governance structure, and to promote the healthy and orderly development of social organizations.

In the past five years, our indicator system has also been continuously improved. Different types of social organizations have different characteristics, and the evaluation index system we have formulated is not only scientific and reasonable, but also close to reality. In the revision, we have strengthened the assessment of the financial management of the ** meeting to make it more targeted. At the same time, the international exchange and cooperation projects of local social organizations have also been weakened, because their regional characteristics lead to their relatively low participation. The construction of talents in social organizations has played a key role in development, and we have strengthened the weight of projects in this area in the revision, so as to make social organizations more instructive in development.

Over the past five years, the number of entries has gradually increased. The enthusiasm and consciousness of social organization evaluation have been continuously improved, and the number of participants has also increased steadily. From 2019 to 2023, more than 400 social organizations submitted applications for evaluation, of which 215 met the requirements for participation. This is not only the result of our work, but also the embodiment of the recognition of the social organization with the evaluation of the grade.

The effectiveness of the assessment is becoming more and more apparent. The evaluation of social organization levels is not only a measure to promote standardized management, but also the basis for establishing the image of social organizations. The professionalism and impartiality of the third-party assessment ensure the authenticity and objectivity of the evaluation quality. Through exchanges with the majority of social organizations, we have helped them solve the dilemma in development and promoted the improvement of their overall quality and ability.

In the past five years, the results of our work have been widely applied. The evaluation results not only played a positive role in the transfer of functions and the purchase of services, but also became a credibility mark for social organizations. It is a long and tortuous process for the majority of social organizations to understand the level assessment from little knowledge to general knowledge, recognition and active participation. This is not only the process of social organizations from passive to active, from active to conscious, but also the embodiment of the urgent need for social organizations to seek development and make breakthroughs.

Supervision has been gradually strengthened. The purpose of the evaluation of social organization levels is to promote the effective combination of self-discipline and other discipline of social organizations, and to improve the capacity of social organizations and the construction of informatization. The evaluation indicators cover all aspects comprehensively and provide quantifiable standards for social organizations. Through the assessment, social forces inspect and supervise social organizations, making up for the lack of supervision power of the first department and improving the effectiveness of supervision.

The five-year process is a witness to our unremitting pursuit and a driving force for future struggle.
