Recently, the Standing Committee of the Ningxia Hui Autonomous Regional People's Congress announced the resignation of three deputies from their posts as deputies to the 13th People's Congress of the Ningxia Hui Autonomous Region. The representatives involved are:Li Yongning, Zhang Qingya and Deng YanlinThe specific reason for the resignation was not clearly stated. However, it is known that Li Yongning has been investigated by the discipline inspection department for other reasons in November 2022.

At its December 8 meeting, the relevant Yinchuan Municipal Assembly formally accepted the resignation requests of the three deputies and confirmed the termination of their delegates' qualifications in accordance with the provisions of the Chinese People's Congress Representation Law. Such resignations and job changes are not uncommon in local political life, and are usually a normal phenomenon driven by personal career planning or organizational adjustments.

Li Yongning, born in 1974, has a working doctoral background. He has held a number of key positions in Heilongjiang and Chongqing, including the deputy director of the Mudanjiang Municipal Public Security Bureau and the deputy mayor and director of the public security bureau of Suifenhe City. He also held various positions at the Chongqing Municipal Public Security Bureau, such as Chief of the Economic Crime Investigation Corps and Deputy Political Commissar of the Traffic Patrol Police Corps. Since March 2017, he has been appointed director of the Yinchuan Municipal Public Security Bureau, and has also served as a member of the Standing Committee of the Municipal Party Committee and Secretary of the Political and Legal Committee until he was investigated.

Zhang Qingya and Deng Yanlin also held important positions respectively. Zhang Qingya, born in 1986, is a young cadre with a doctorate degree in engineering. Zhang Qingya joined the Communist Party of China in 2006 and has been working for nearly 10 years. He served as the deputy county magistrate in Yongtai County, Fujian Province, and was responsible for scientific and technological work. Subsequently, he was transferred to the director of the Fuzhou Big Data Development Management Committee and then to the deputy secretary of the Yongtai County Party Committee. In November 2021, he went to Yinchuan City, Ningxia to serve as the mayor of Xingqing District, and in March 2022, he took over as the secretary of the Xingqing District Party Committee, responsible for party affairs and administrative work in the area.

Since his birth in 1973, Deng Yanlin has accumulated rich administrative experience in China. He has a university degree from the Party School, and previously presided over the director of the Yinchuan Municipal Bureau of Ecology and Environment and the secretary of the party group. After March 2022, Deng Yanlin served as the deputy secretary of the Xingqing District Party Committee and a candidate for district head, and finally officially served as the district head.

This series of job changes may come a little suddenly, but they are not unusual, and usually indicate an official adjustment in the performance of duties. Their resignations have raised concerns about the future leadership structure of Yinchuan and the Ningxia Hui Autonomous Region.
