Lancang River Mekong Region Innovation Corridor Construction Joint Initiative
The Lancang-Mekong countries are geographically close, people-to-people and culturally connected. On the basis of years of good cooperation, further improving the framework for cooperation in science and technology innovation in the Lancang-Mekong region will help promote the economic development and social progress of the six countries and build a more peaceful and prosperous community with a shared future for the Lancang-Mekong countries. Under the principles of mutual benefit, win-win results, equality, inclusiveness, openness and sharing, and on the premise of respecting the Charter of the United Nations, the ASEAN Charter, relevant international laws and domestic laws, rules and regulations, the six Lancang-Mekong countries put forward the following cooperation initiatives:
1. Further give full play to the role of scientific and technological innovation in various issues of Lancang-Mekong regional cooperation, strengthen exchanges and docking of scientific and technological innovation policies among the Lancang-Mekong countries, and focus on in-depth cooperation in scientific and technological people-to-people exchanges, joint research projects and platforms, scientific and technological poverty alleviation, industrial innovation, health, digital information technology, green technology, technology transfer, innovation and entrepreneurship.
2. Strengthen the exchange and interaction of scientific and technological innovation talents. Encourage the flow of talents through a variety of exchange programs and cooperative research, expand the scale of scientific and technological and people-to-people exchanges, strengthen scholar visits and joint research, and attach importance to the cultivation and capacity building of young scientific and technological talents.
Third, attach importance to the role of scientific and technological innovation in poverty reduction cooperation. Share the successful practices and experiences of various countries in poverty alleviation through science and technology, promote the cooperative development, application and promotion of advanced and applicable technologies, and support the needs of Lancang-Mekong countries for poverty alleviation and improvement of people's livelihood.
Fourth, enhance the supporting role of scientific and technological innovation in industrial development. Explore the establishment of a network of regional R&D centers to support the economic and industrial regional development of the Lancang-Mekong countries.
5. Support scientific and technological cooperation in the field of health care. We will share our experience in cooperating with the pandemic, deepen scientific and technological cooperation in vaccine research and development, epidemiology, digitally enhanced medical technologies, and inclusive health technologies, and jointly build regional health security barriers.
6. Deepen cooperation in scientific and technological innovation in the digital field. Through joint research, technology demonstration, international training and other forms, we will share experience and best practices, expand innovation cooperation among Lancang-Mekong countries in emerging information technology, and provide a driving force for the development of the digital economy of all countries.
7. Enhance the level of green technology cooperation. We will intensify cooperation in the fields of sustainable water resources, clean energy, and ecological and environmental protection, accelerate the construction of regional low-carbon and green industrial chains, and create an environment-friendly and innovation-driven economic growth model.
8. Promote international cooperation in innovation and entrepreneurship. Various forms of training, competitions, technology transfer, technology docking, start-up promotion, high-tech park cooperation, roadshows and other activities will be held to strengthen the exchange and interaction of innovation and entrepreneurship resources, academia and start-ups in Lancang-Mekong countries, explore new incubation service models, and form a more dynamic regional innovation and entrepreneurship ecosystem.
9. Explore the establishment of a meeting mechanism for innovation corridors in the Lancang-Mekong region, hold meetings as needed, and discuss priority issues such as policy coordination, emerging technology trends, and cooperation platforms and projects for the construction of innovation corridors. Encourage the participation of universities, scientific research institutions, enterprises and other entities, and establish a variety of cooperation mechanisms and platforms.
10. The leading institutions for the construction of the Lancang-Mekong Innovation Corridor are the Ministry of Industry and Science, Technology and Innovation of the Kingdom of Cambodia, the Ministry of Science and Technology of the People's Republic of China, the Ministry of Technology and Communications of the Lao People's Democratic Republic, the Ministry of Science and Technology of the Republic of the Union of Myanmar, the Ministry of Higher Education, Scientific Research and Innovation of the Kingdom of Thailand, and the Ministry of Science and Technology of the Socialist Republic of Vietnam.
