Economic Observer reporter Wang YajieOn December 10, one of the country's first batch of large-scale wind power photovoltaic base projects focusing on the Shagehuang area - China General Nuclear Power Group (hereinafter referred to as "CGN") Xing'an League's 3 million kilowatt wind power project was connected to the grid at full capacity, with an annual power generation capacity of more than 10 billion kilowatt hours.
Li Chuangjun, director of the New and Renewable Energy Department of the National Energy Administration, said that Inner Mongolia is the main position of the country's new energy development and the key area for the construction of the country's new energy base.
Li Chuangjun said: "Planning and building large-scale wind power and photovoltaic bases focusing on deserts, Gobi and desert areas is the top priority of new energy development during the 14th Five-Year Plan period, which is of great significance for improving energy security capabilities, promoting clean and low-carbon energy transformation, building a new energy system, and supporting the realization of the goal of carbon peak and carbon neutrality as scheduled." ”
Yang Changli, secretary of the party committee and chairman of CGNPC, said that the project will provide 10 billion kWh of clean electricity per year in the future. Yang Changli said: "In the next step, CGN will further increase investment in new energy technology innovation, continue to strengthen close cooperation with upstream and downstream enterprises in the industrial chain, and integrate into local economic and social development." ”
CGNPC's Xing'an League's 3 million kilowatt wind power project will be constructed in two phases, including 1 million kilowatts in Keyouqian Banner and 2 million kilowatts in Keyouzhongqi, with a total investment of 18.4 billion yuan.
According to a relevant person from CGNPC, CGNPC's Xing'an League's 3 million kilowatt wind power project is the country's first new energy project that is consumed through DC 800kV UHV, equipped with the first 1000MVA (megavolt-ampere) 500kV three-phase integrated main transformer in China's new energy industry, which has driven the technological innovation of the upstream of the industrial chain to a certain extent.
The project is also the first onshore wind power project with 500kV voltage level access to the power system, the first wind power project to receive multi-level dispatching at the same time as network regulation and provincial regulation, the first wind power project to adopt distributed condenser, and the first intelligent wind farm to use 500kV substation one-key sequential control technology.
On December 10, Zhang Zhiwu, Secretary of the Party Committee and Chairman of China General Nuclear Power New Energy Holdings, said at the symposium: "With the successive commissioning of CGNPC's Xing'an League's 3 million kilowatt wind power base and other projects, it is expected that by the end of 2023, CGN's domestic installed capacity of new energy in operation will reach 45 million kilowatts." ”
On December 10, Li Yilun, member of the Standing Committee of the Party Committee and deputy general manager of CGNPC, told the Economic Observer that since 2023, CGN's domestic wind power and photovoltaic business has continued to maintain a high-end and stable development trend, and the pace of development has accelerated significantly compared with the past, and it is expected that the scale of new operation will exceed 10 million kilowatts this year, compared with the 7 million kilowatts put into operation last year, and it has reached a new level.
Li Yilun believes that with the rapid development of new energy scale, there are problems such as increased development costs and insufficient consumption in the short term, the main reasons include the incomplete matching of new energy project construction and load growth, the high cost of grid-connected access and line construction, and the increase in costs brought about by the construction of new energy projects and local integrated development (such as the introduction of industries and the development of other local industries), but in the long run, the above problems will be able to be better solved.
He believes that, first of all, the national level plans to build a new energy system, the construction and expansion of a new power system with new energy as the main body is accelerated, a series of transmission lines are accelerated to plan and build, and the flexible transformation of coal power and pumped storage and other regulatory resources are further increased, and the future power grid will be able to accommodate larger-scale new energy development, and the problem of consumption will be greatly improvedSecondly, the evolution of new energy application scenarios represented by hydroammonia alcohol will be accelerated, and the new energy consumption channels will be further broadenedThirdly, the new energy industry chain continues to innovate and break through, wind turbines and photovoltaic modules are further reduced, and power generation efficiency is also continuously improved, which will further drive the industry to reduce costs and increase efficiency. In addition, the integrated development model and application scenarios of new energy and local economy will continue to innovate and expand to promote the further development of new energy.
Based on this, CGNPC's future development pace will be further accelerated, investment will be further increased, the investment structure will still be dominated by wind and solar power generation, and the clean energy + business will continue to expand in synergy with the main business of wind and solar, and at the same time further increase investment in scientific and technological research and development. The layout strategy is to adhere to the principle of seeking truth from facts and adapting measures to local conditions, and to promote the wind and light, sea and land, centralized and distributed, and large bases and conventional projects to achieve greater development.
Up to now, CGNPC's more than 570 new energy projects in 30 provinces (autonomous regions and municipalities) across the country have fully covered wind power, photovoltaic, solar thermal, pumped storage, energy storage, hydrogen energy and other types.
In the next step, CGN will continue to make efforts in the Shagehuang base, the integration of source, grid, load and storage, solar thermal demonstration, offshore wind power, and wind and solar hydrogen production. Northwest China is rich in scenery and land resources, focusing on the layout of the Shagehuang base, and solving the problem of insufficient consumption through the introduction of industrial load and wind and solar hydrogen production. In Sichuan and Gansu, we will focus on the layout of "CSP+" projects to stabilize the fluctuation of new energy output and provide support for the stable operation of the power system. Since the beginning of this year, more than 4 million kilowatts of target capacity have been obtained in Guangdong and Zhejiang, and the project construction will be accelerated in the future. The southern part of the Middle East has limited land resources and it is difficult to deploy large-scale wind and solar bases, so it will actively participate in the provincial competitive allocation, and at the same time lay out the integration of source, grid, load and storage, and distributed projects.
