The 2023 Intelligent Connected Vehicle Data Security and Development Forum was recently held in the Beijing High-level Autonomous Driving Demonstration Zone. The forum was co-sponsored by Beijing Vehicle Network Technology Development and Intelligent Connected Vehicle Data Governance Innovation Center, and undertaken by the Intelligent Connected Mobility Research Institute, aiming to promote the improvement of data security governance capabilities of the intelligent networked vehicle industry and promote the development of automotive networked data-related technologies.

The global massive data is constantly moving and circulating in cyberspace, and data security problems have increased significantly. Yang Hu, Director of the Cyber Security Coordination Office of the Cyberspace Administration of the Beijing Municipal Party Committee, introduced that in order to effectively protect the data security of intelligent networked vehicles, the Cyberspace Administration of the Beijing Municipal Party Committee adheres to the overall development and security, continuously strengthens the development of data elements and data security protection, and improves the modernization level of data governance.

According to reports, in the first three quarters of this year, Beijing's digital economy has achieved vigorous development, and the added value of the digital economy has increased by 8% year-on-year3%, accounting for 44 percent of GDP3%。

Xu Hongwei, executive deputy director of the Beijing High-level Autonomous Driving Demonstration Zone Office, said that the demonstration zone, as one of the important data factories in Beijing, has been continuously exploring and improving data security and development capabilities in the highland environment of Beijing's data industry policy. Since its establishment, the demonstration zone has deeply practiced the technical route of vehicle-road-cloud integration, accumulated multi-modal, multi-perspective and multi-dimensional massive data such as vehicle-end, roadside, and application-side, and continued to explore new methods of data governance on the basis of balancing data security and circulation. In terms of data application exploration, the joint industry-university-research institute released two phases of vehicle-road collaboration datasets, as well as city-level challenging scene event sets and scenario libraries. In the future, the demonstration zone will continue to deepen its positioning as the main position of digital economy practice and innovation, and help Beijing build a global benchmark city for the digital economy.

Zhao Yan, director of the Beijing branch of the National Internet Emergency Response Center, believes that the current Internet of Vehicles security risk prevention and response capabilities need to be strengthened urgently, one is to accelerate the construction of Internet of Vehicles security protection, the implementation of Internet of Vehicles network security hierarchical protection measures, improve risk monitoring technical means, and enhance monitoring and early warning and emergency response capabilities;The second is to strengthen the research and application of Internet of Vehicles security standards, and accelerate the development of policy supporting and technical guidance standards for Internet of Vehicles platform protection, safety detection, upgrade, important data identification, and data security protectionThe third is to accelerate the construction of the Internet of Vehicles security industry ecosystem, encourage the industry to carry out vehicle network security capability evaluation, attack and defense drills, technology competitions and other activities, and improve industrial security capabilities. Industry, academia, research and use need to work together to establish an integrated and innovative Internet of Vehicles security ecosystem.

In order to coordinate the data security and effective use of intelligent networked vehicles, and promote the standardized governance and in-depth application of intelligent networked vehicle data, the Intelligent Networked Vehicle Data Governance Innovation Center was officially established on May 16 this year. As the host of this forum, the Innovation Center gives full play to the advantages of the platform and the role of a bridge, focusing on building a "high-end think tank", "communication bridge", "incubation platform" and "publicity business card" for data governance innovation of intelligent networked vehicles in Beijing, aiming to provide suggestions and suggestions for the top-level design of industry data governance and promote cross-border exchanges. Meng Qingguo, Director of the Intelligent Connected Vehicle Data Governance Innovation Center and President of the Beijing International Institute of Digital Economy Governance, said that in the future, the Innovation Center will be committed to building a city model for data security governance and application in the intelligent networked vehicle industry, and helping the high-quality development of the capital's digital economy.

This forum is the first offline comprehensive forum held after the establishment of the Innovation Center. He Shanshan, Executive Director of the Beijing International Institute of Digital Economy Governance and President of the Institute of Intelligent Connected Mobility, said that data security governance and effective use of data are not only the pain points of the development of the intelligent networked vehicle industry, but also the driving force to promote the development of the industry.
