Recently, at the case quality evaluation briefing held by the Discipline Inspection Commission of the Provincial Water Investment Group, the evaluators informed the discipline inspection and supervision institutions of the Discipline Inspection Commission of the Group of the problems found in the centralized evaluation of case quality, and carried out training on how to standardize the handling of cases.
The Discipline Inspection Commission of the Provincial Water Investment Group has carried out quality evaluation of 21 cases completed by the group's discipline inspection and supervision agencies since January 2022. The work requirements of "clear facts, conclusive evidence, accurate characterization, proper handling, complete procedures, compliant procedures, implementation in place, and standardized management" run through the whole process of evaluation.
In the course of the evaluation, on the basis of a comprehensive evaluation of the quality of the case, conduct an evaluation of the case review and investigation stage and the trial stage respectively, focusing on whether the concept of "there is no review and investigation without security" has been established, whether the use of measures and the management of assets involved in the case are standardized, and whether the responsibility system for safe and civilized case handling has been implemented. Through the evaluation of 48 case files, a list of problems was formed for the problems found, and the implementation of rectification was supervised.
Strengthen the use of results, establish an internal reporting mechanism for evaluation results, in-depth search for problems, analyze the causes, promptly summarize practical experience to form a regular understanding, timely communicate "one-to-one" on the results of case quality evaluations, and "point-to-point" to supervise and rectify them, requiring case-handling departments to conduct a comprehensive review, plug loopholes, prevent problems from recurring, and force case quality improvement and case handling standards.
In the next step, the Discipline Inspection Committee of the Group will pay close attention to the rectification of the case quality evaluation and feedback problems to carry out a 'retrospective' to ensure that the problems are fully rectified in place.
