Li Qiang and Myanmar leader Min Aung Hlaing co-chaired the meeting. Cambodian Prime Minister Hun Manet, Lao Prime Minister Song Sai, Thai Prime Minister Saitha, and Vietnamese Prime Minister Pham Minh Chinh attended the meeting.
The LMC has been in operation for seven years, and it is a regional mechanism through which China exchanges with Southeast Asian countries in the Mekong basin.

Li Qiang pointed out that China is willing to cooperate with other countries in the governance of the Lancang-Mekong Basin, and vigorously promote cooperation in energy transition and ecological protection. He also suggested that we should jointly plan and implement the Lancang-Mekong regional connectivity strategic project, promote the quality and upgrading of cross-border economic and trade, production capacity, agriculture and other cooperation projects, maintain the safety and stability of the industrial chain, and strengthen cooperation in intelligent manufacturing and big data.
According to a report by China, the meeting issued the Naypyidaw Declaration of the Fourth Lancang-Mekong Cooperation Leaders' Meeting, the Five-Year Action Plan for Lancang-Mekong Cooperation (2023-2027) and the Joint Initiative for the Construction of Innovation Corridors in the Lancang-Mekong Region.
Radio Television Hong Kong (RTHK**) also reported on December 26 that according to the Naypyidaw Declaration of the Fourth Lancang-Mekong Cooperation Leaders' Meeting, all parties agreed to encourage the strengthening of non-traditional security cooperation on the basis of respecting the sovereignty of all countries.
