In Jiangsu alone, a "zombie agricultural machinery" that arbitrages subsidies alone has "sucked" away more than 5.5 million yuan of subsidy funds.

If you really don't know if you don't check, you will be shocked when you check it. Who would have thought that the subsidy funds for the purchase of agricultural machinery arranged by the state finance would be exchanged for a "zombie agricultural machinery"?

According to the survey, in some places in Jiangsu, dealers sent some agricultural machinery and equipment to farmers. Farmers who get agricultural machinery only need to return the state subsidies they receive in their personal accounts to dealers, and they don't have to pay for it themselves. However, these seemingly "free", but actually paid for by the state financial funds of agricultural machinery, but useless - not only low efficiency, but also often stuck, and eventually can only be idle, reduced to "zombie agricultural machinery".

In this regard, the local dealer bluntly said that these agricultural machinery are produced by some companies specifically for "activities", that is, to defraud agricultural machinery subsidies. It can be seen from this that their fate of being idle was actually doomed from the beginning.

Obviously, behind the success of such a naked fraud and compensation business is a series of strange and suspicious points. For example, the fertilizer applicator marked as selling ** is 12,000 yuan to 19,000 yuan, and the actual ** to the dealer is only about 3,000 yuan. Coupled with national subsidies and local subsidies, some machines can net up to 7,000 yuan for dealers alone. Such crazy deception, how do the local relevant departments audit and supervise the real value and quality of agricultural machinery?

Furthermore, only one product is produced specifically for deception, and the agricultural machinery company that is listed as "abnormal operation" by the market supervision department is actually listed as the third best-selling list of national fertilizer applicators by the industry association, and has successfully passed the appraisal and entered the national subsidy list. It is also worth asking whether there is a complete "fake" industrial chain behind this, from industry evaluation to quality appraisal to obtaining subsidy qualifications.

What is intriguing is the attitude of some local agricultural machinery management departments to shirk their responsibilities, which constitutes an obvious echo with the shocking chaos of this chaos. For example, some department staff said, "We do not issue purchase subsidies, only manage purchase subsidies";Others said, "We are only responsible for the distribution of subsidies." This phenomenon of managing and issuing two skins is theoretically helpful for supervision, but in reality, whether it has become a reason for shirking responsibility for each other has made both "management" and "distribution" lose their hands and have to face it squarely.

In fact, strengthening the supervision and regulation of agricultural machinery purchase subsidies has been highly valued at the national level. For example, as early as 2019, the General Office of the Ministry of Agriculture and Rural Affairs and the General Office of the Ministry of Finance jointly issued a notice to prevent dealers and internal lawbreakers from systematically collecting farmers' identity certificates, issuing false invoices, making false purchases, and repeating subsidies to deceive and seize subsidiesStrictly crack down on the use of illegal means such as providing false investment information, product information, sales information, and false purchase and subsidy, duplicate subsidy, and using small to large amounts.

In the light of these requirements, there is obviously a question mark over whether some localities have really implemented the relevant governance responsibilities. A large number of fraudulent subsidy acts are unimpeded, and whether there is a response of "internal lawless personnel" is also an issue that cannot be ignored.

It should be reminded that the issuance of agricultural machinery subsidies involves many links, and it is necessary to ensure that there is no "running and dripping", and each link should be "responsible for defending the territory". But the most important thing is to ensure transparency.

For example, the above notice makes it clear that further improve the construction of county-level agricultural machinery purchase subsidy information disclosure columns, and comprehensively and timely disclose the subsidy beneficiaries in the county in the past three years, the payment of funds, the consultation and complaint reports of agricultural machinery and financial departments, the scale of subsidy funds, the progress of use and other information, and fully accept social supervision. How many places have done such basic work in a good way?
