In accordance with the provisions of the Administrative Measures for Voluntary Greenhouse Gas Emission Reduction Trading (Trial), and after consultation with the Ministry of Ecology and Environment, the Implementation Rules for the Verification and Verification of Greenhouse Gas Voluntary Emission Reduction Projects have been formulated. The rules came into effect on December 25. In order to ensure the accuracy and reliability of greenhouse gas emission reductions, the rules provide detailed provisions for the validation and verification of greenhouse gas emission reduction projects.
According to the rules, the verification team of the voluntary greenhouse gas emission reduction project needs to formulate an on-site review plan based on the results of the document review. The on-site review plan must include key elements such as clear purpose, scope, content, dates, interviewees, and sampling proposals. For the case that the number of sites (sites, sample plots) does not exceed 5, the verification team needs to fully cover all sites. For the case where the number of sites exceeds 5, the inspection team needs to formulate a scientific sampling plan and conduct on-site visits according to the sampling results. In either case, the number of sites visited by the inspection team must not be less than five. If there are special provisions in the methodology, the inspection team shall follow the relevant regulations.
Through the implementation of this rule, we hope to improve the standardization of voluntary greenhouse gas emission reduction projects and the accuracy of emission reductions, so as to promote the development of China's carbon market and the realization of carbon neutrality goals.
