In accordance with the Administrative Measures for Voluntary Greenhouse Gas Emission Reduction Trading (Trial), the Ministry of Ecology and Environment, in consultation with the Ministry of Ecology and Environment, has formulated the Implementation Rules for the Verification of Voluntary Greenhouse Gas Emission Reduction Projects and Verification of Emission Reductions, which has been officially implemented on December 25. In order to ensure the accuracy and compliance of voluntary greenhouse gas emission reduction projects, strict verification measures have been taken.
The verification team will first confirm the emission reductions of the registered projects to ensure that their accounting complies with the provisions of the Administrative Measures for Voluntary Greenhouse Gas Emission Reduction Trading (Trial). During this process, the verification team will conduct in-depth verification of many aspects, including the uniqueness of emission reductions, project description, compliance of project implementation with project design documents, compliance of monitoring systems and parameters, monitoring plans and adjustment of related parameters, and accuracy of emission reduction accounting.
Specific verification methods include, but are not limited to: interviews with relevant project personnel to understand the operation and monitoring of the project, and cross-check the information provided by the interviewees to ensure the compliance of the project implementation and project design documents;On-site review and review of relevant documentation to assess the compliance of the monitoring plan with the methodology, as well as the compliance of the monitoring activities with the monitoring plan;Evaluate the flow of information for each parameter, including measuring, recording, passing and summarizingCross-check the data in the monitoring report, including production record information, procurement information, financial information, etc.;Inspection of measuring instruments, including verification, calibration and monitoring of operating conditionsCheck the accuracy of GHG emissions data and emission reduction accounting;Review quality control and quality assurance procedures to ensure that there are no errors or omissions in the monitored parameters reported.
During the on-site review process, we will record the review in detail, including copying, filming, recording, taking notes, etc. In order to ensure the standardization of the project, the validation and verification agency will formulate the specific content of the on-site review requirements based on the characteristics of the project, and clarify it in the implementation rules for validation and verification. The implementation of this series of measures will help promote the healthy development of voluntary greenhouse gas emission reduction projects.
