The reporter learned yesterday that the comprehensive planning of the East and West Creek Basin and the Houxi River Basin, and the renovation plan of the East and West Creek estuary have been approved by the city. These two plans will provide a basis for regulating water activities in the basin and implementing watershed management and water resources management.
Comprehensive river basin planning is the overall deployment of river basin governance, development, utilization, protection of water resources and prevention and control of flood and drought disasters. The comprehensive plan for the river basin prepared this time involves the East and West Streams and the Back Streams, and the remediation plans for the estuaries of the East and West Streams into the sea are also prepared at the same time.
Why develop an integrated watershed plan?The relevant person in charge of the Municipal Water Conservancy Bureau said that the preparation of comprehensive river basin planning is of great significance to establish and improve the city's flood prevention and disaster reduction system, water resources comprehensive utilization system, water ecology and environmental protection system and river basin management system.
It has been more than 10 years since the comprehensive planning of the East and West River basins was compiled in 2011, and major changes have taken place in the economic and social development of the basin, the status of water resources, the needs of the people and the conditions of water conservancy infrastructure. In recent years, there has been no relevant planning for the Houxi Basin in our city.
The comprehensive planning of the river basin of Dongxixi and Houxi was consulted and absorbed by relevant departments, passed the review of departments and experts, and the design unit revised and improved it in accordance with the opinions of relevant departments and experts, and was further reviewed by the expert group and finalized.
Dongxixi: Planning and governance of ecological water system 613 km.
Dongxi Creek is an important urban flood drainage and ecological water landscape river in Tong'an. The comprehensive planning scope of the East and West Stream Basin is the whole East and West River Basin, with a basin area of 49148 square kilometers. The planning content includes flood control projects, drainage projects, water sources and water supply projects, irrigation and water supply projects, green hydropower projects, water resources protection projects, and water ecological restoration projects.
In terms of protection engineering, the total length of the ecological water system is 613 km, the length of the new ecological revetment is 1226 km. After the completion of the planned project, the length of the flood control embankment in the entire East and West Creek basin will reach 8243 km, 31 revetments long52 km, hard retaining wall 356 kilometers, the length of the ecological water system is 2229 km. In the near future, the embankment road renovation project of the river section from Dongxi Beichenshan Road to Tong'an East Road, the ecological water system treatment project in the downstream of Tingxi Reservoir, the ecological water system treatment project of the Tongguang Village section of the tributary of Jinshanxi River, and the ecological water system treatment project of the main stream of Zengxi will be implemented.
In terms of drainage projects, 11 sluices are planned to be built in Dongxixi. The landscape water level of Tong'an City is currently controlled by the Shixun sluice and Yaojiang rubber dam on the two tributaries of Shixun and Pusheng in Dongxi, and it is planned to demolish the Yaojiang rubber dam and relocate the downstream to rebuild the Pusheng sluice, and the new sluice site can increase the freshwater area of the river by 4600,000 square meters, increase the capacity of the river reservoir by 2 million cubic meters, and increase the length of the river channel by 23 kilometers to achieve the storage of rainwater resources and improve the effect of ecological landscape. Two sluice dams will be built at the Bingzhou Waterway and the Dongxixi estuary, using the sluice gates to raise the water level in the East China Sea, and at the same time impound the last rainwater resources at the end of the river in the East and West Basins, increasing the capacity of the freshwater reservoir by 15.51 million cubic meters and increasing the freshwater surface area by 22320,000 square meters.
In addition, the four sluices of Shangfeng, Anglu, Butang and Jiu'e have been old and damaged, and they are planned to be demolished and rebuilt, which can improve the ecological environment of river water and increase the storage capacity of river rainwater. The dam in the lower reaches of Xiyuan River will be dismantled and rebuilt, and at the same time, in order to ensure the formation of a landscape water surface in the upstream of Xixi River in the upper reaches of Tong'an Avenue, it is planned to build 6 new landscape overflow weirs in the Xixi Basin.
According to the Municipal Water Conservancy Bureau, the comprehensive planning of the Dongxixi Basin will improve the flood control system and drainage system of the main and tributaries of the Dongxixi Basin through the implementation of flood prevention and disaster reduction projects, and through the implementation of measures such as water resource protection and water ecological protection and restoration in the basin, the water environment can be significantly improved, the biodiversity and habitat environment will be improved, and the ecological function and self-sustaining function of the basin will be improved.
In addition, the planning scope of the Dongxixi estuary remediation plan involves the section from Pusheng and Shixun sluices to the estuary, with a total of 34 sewage outlets. The project includes flood control and moisture control projects such as seawall revetment renovation and hard revetment softening, 2 estuarine water environment comprehensive treatment projects, 4 estuarine important habitat protection and restoration projects, and 1 estuarine water conservancy scenic area construction project.
Houxi: Building a digital twin platform.
The basin area of the comprehensive plan of the Houxi Basin is 2093 square kilometers, mainly including flood prevention and disaster reduction planning, comprehensive development and utilization of water resources and water conservation planning, water resources protection and water ecological restoration planning, comprehensive river basin management planning, etc.
In terms of flood prevention and disaster reduction, the plan clarifies the widening of the main stream of Houxi and the embankment of Laixi, and builds a flood control system with a 50-year flood standardXuxi will be strengthened according to the 10-year flood control standard in the near future, and planned and constructed according to the 20-year flood control standard in the long term. The drainage canals of Huli Creek, Xijing Creek, Xiamen North Railway Station, and the main stream and tributaries of Jinyuan Creek will be widened and renovated to improve the flood discharge capacity of the river and improve the flood drainage system. In order to control the waterlogging, Xiazhuang waterlogging is planned to dismantle and rebuild 1 sluice gate and build a new drainage pumping stationZhangzhuang waterlogging area plans to build 1 new sluice.
In terms of comprehensive development and utilization of water resources and water conservation, it is planned to build a new Houxi control gate to increase the storage capacityThe Bantou Reservoir was hung to increase storage, the Dalongtan Reservoir was expanded, and the Xiaolongtan Reservoir and Erlongtan Reservoir were desilted. The plan also plans to build a new Houxi water plant, expand the Xinglin water plant, and combine the layout plan of the water plant, configure the raw water pipes and canals, and gradually improve the water supply pipe network system. The Houxi Basin plans to build 300 acres of high-standard farmland, transform and upgrade 1,000 acres of high-standard farmland, and add 1,000 acres of high-efficiency water-saving irrigation.
In terms of water resources protection and water ecological restoration, the Houxi Basin plans to implement the ecological restoration project of the Shidou-Bantou Reservoir Water Source Protection Area, actively promote the planting of ecological forests, strictly control the planting of economic forests such as fast-growing forests, and improve the ecosystem functions of the drinking water source protection area with the focus on resource protection, mountain closure and afforestation and forest transformation. At the same time, the Houxi Basin will protect and restore important wetlands through new wetland systems and water replenishment projects.
The plan also points out that Houxi will build a digital twin platform, establish a smart management system for the Houxi Basin, and provide intelligent management methods for the governance, protection, development and utilization of Houxi water security, water environment and water resources through information management, automatic monitoring, real-time scheduling and scientific decision-making.
