Over the past 30 years since the implementation of the current Mineral Resources Law, it has played a positive role in promoting the development of the mining industry and strengthening the exploration, development, utilization and protection of mineral resources. With the economic and social development, many new situations and new problems have emerged in the field of mineral resources, and the issue of ensuring the security of national mineral resources has become increasingly prominent, and the current laws urgently need to be revised and improved.
The revised draft consists of eight chapters and 76 articles, making relatively comprehensive revisions to the current Mineral Resources Law, including strengthening policy support, improving the mining rights system, strengthening the protection of strategic mineral resources, improving the relevant mining land system, and highlighting the strengthening of domestic exploration and development of mineral resources and the increase of reserves and production.
The revised draft highlights the goal of ensuring the security of national mineral resources, and strives to provide institutional guarantees for strengthening the domestic exploration and development of important mineral resources, increasing reserves and production, improving the level of conservation and intensive utilization, and improving the ability to ensure emergency supply, so as to consolidate the foundation of the national mineral resources security system in an all-round way.
The revised draft clearly establishes a mineral resource reserve and emergency system, adds a chapter on "mineral resource reserves and emergency response", stipulates that the state shall build a strategic mineral resource reserve system that combines product reserves, production capacity reserves and production reserves, and clearly stipulates the organization and implementation of mineral product reserves, the implementation of responsibility for production capacity reserves, the demarcation of strategic mineral resource reserves, and the disposal measures that can be taken in the event of an emergency state of mineral resources.
