To build high-standard farmland, the city's task in 2022 is 1220,000 acres, which was completed at the end of April this year;The 2023 mission is 8740,000 acres, of which 4 are newly built840,000 acres, transformation and upgrading 390,000 acres, started in September, and is scheduled to be completed in March next year. This is a work of great strategic significance, and it is a key measure to implement the principle of "storing grain on the ground and storing grain in technology", and it is of great strategic significance for improving the comprehensive agricultural production capacity, satisfying the effective supply of major agricultural products, ensuring national food security, and realizing the sustainable development of agriculture. At present, there are still some problems in this work in our city:
First, the construction standards need to be improved. At present, the city does not have a set of special high-standard farmland construction acceptance standards and operating rules, the relevant project cost, bidding, technical technology and other standards are implemented with reference to water conservancy, construction and other similar projects, causing certain difficulties to the construction, construction and acceptance of the project.
Second, the management and protection system needs to be improved. In 2022, the provincial government will only provide 250,000 yuan for high-standard farmland management and protection to the city, and there is no budget at the city and county levels. Village-level organizations are unable to afford to spend on management and maintenance, so they can only rely on the masses to work and work to solve the problem. Most of the caretakers lack professional skills and have a low level of care.
Third, the investment and financing model needs to be innovated. The city's high-standard farmland construction funds are mainly subsidized at the provincial level, and the subsidy standard is 1,600 yuan. The districts and counties are financially strapped and unable to provide supporting facilities. Other social capital is not highly motivated to participate due to the difficulty of mortgage loans and low investment returns.
Fourth, team building needs to be strengthened. Agricultural and rural departments at all levels generally lack management and service personnel with relevant work experience and technology, the design and construction personnel are not strong in professional ability, and the mechanization and transformation of the project are relatively rough.
To do this, we recommend:
1. Coordinate and check to ensure that "one place is built and one place is up to standard". The first is to strictly control the "project approval". Highlight the requirements of "high standards", and on the premise of ensuring that the quantity reaches the standard, give priority to the construction of high-standard farmland in areas with good irrigation conditions, low construction difficulty, great development potential, strong supporting investment capacity, and high enthusiasm of the masses. Support large grain growers, farmers' cooperative organizations, agricultural enterprises, etc., to do a good job in the preliminary work by first circulating and then building, so as to meet the requirements of "centralized and contiguous areas". The second is to strictly control the "design". The agricultural and rural departments shall take the lead in establishing systems such as project cost quotas, bidding, engineering technical standards, engineering quality inspection and testing, and enterprise credit information management for the construction of high-standard farmland, so as to provide a technical basis for the construction of high-standard farmland and its supporting facilities. The third is to strictly control the "acceptance". Before and after the completion of high-standard farmland, a third-party organization will evaluate the quality level and production capacity of the project, so as to provide a basis for the completion and acceptance of high-standard farmland construction and ensure the quality of project construction. Fourth, it is necessary to strictly control "supervision." Implement a high-standard farmland construction information publicity system, and let the public know about project construction and investment in a timely manner by setting up public notice boards in the project construction area, and play a supervisory role.
2. Increase efficiency scientifically, and strive to "build a place and improve a piece". The first is to make good use of "digital" means. Relying on the national farmland construction monitoring and supervision platform, we will coordinate the application of information technologies such as the Internet of Things, big data, and intelligent monitoring, promote the construction of comprehensive farmland monitoring points, dynamically monitor the construction, management, and utilization of high-standard farmland and changes in the quality grade of cultivated land, and timely discover and rectify problems such as "non-grain", "non-agricultural" and the decline of soil fertility grades. The second is to create a "standardized" model. Adopt the method of "local declaration, first-class reward and subsidy", implement comprehensive transformation according to local conditions, create a number of high-standard farmland demonstration areas integrating pastoral scenery and water conservancy project landscape, and form an agricultural landscape pattern with fields into squares, trees in rows, roads and canals, so as to empower and increase efficiency for rural revitalization. The third is to build a "professional" team. Strengthen the construction of high-standard farmland construction management and technical service teams, focus on matching the work force at the county and township levels, and accelerate the formation of a professional talent team with clear levels and upper and lower connections. Actively organize technical training to improve the professional ability and comprehensive quality of construction management personnel.
3. Broaden channels and promote "building a place and driving one party". The first is to play a leading role. Actively explore investment subsidies, substitution of subsidies with awards, financial discounts, social capital cooperation and other ways to integrate agriculture-related and agriculture-supporting funds and increase construction investment. The second is to guide the participation of social capital. The new cultivated land formed by the construction of high-standard farmland and the market transaction of production capacity indicators are used as the return on investment, and local state-owned enterprises, finance, and large grain growers are introduced to participate in investment and financing, so as to make up for the shortcomings of high-standard farmland construction funds. The third is to guide village-level collective economic participation. In accordance with the new idea of "land consolidation + modern agriculture + characteristic industries + ecological protection", we will vigorously support farmers' cooperatives and collective economic organizations to participate in promoting the construction of high-standard farmland and the development of village-level collective economy.
Fourth, clarify responsibilities and implement "build a place and manage a place". The first is to implement "integrated" management and protection. Explore the establishment of an "integrated" management and protection mechanism for farmland and facilities based on the "village", and the village committee will be directly responsible for the management and protection of projects benefiting from a single administrative village. For projects that benefit from cross-village, the township ** shall make overall arrangements for the main body of management and protection. For high-standard farmland that has been transferred on a large scale, business entities are encouraged to join the "integrated" management and protection scope of the village where the project is located. The second is to strengthen reward constraints. Establish high-standard farmland management assessment methods, incorporate them into the assessment content of the "field chief system", and implement rewards for the good and punishment for the inferior. Districts and counties with remarkable results in high-standard farmland construction and management will be rewarded with new construction land indicators. The third is to raise funds for management and protection from various sources. Adopt the method of appropriate financial subsidies, and give priority to the income obtained from contracting and leasing high-standard farmland for post-construction management and maintenance. Give full play to the main role of village committees in raising management and protection funds, establish special accounts for management and protection funds, and guide the beneficiaries to participate in the raising of management and protection funds.
