In recent years, the city has actively implemented the first-class and provincial party committee and provincial employment priority policies, played a series of "combination punches" to implement policies and strengthen services, supported private enterprises to break the bottleneck of employment, and promoted stable employment and the city's economic and social development, and achieved certain results. However, there are still some problems in the development of private enterprises in China, which are mainly manifested as: First, it is difficult to recruit and retain people, and there are serious problems of seasonal and structural labor shortages. Industrial enterprises generally report a shortage of senior executives, high-skilled talents and skilled general workers. Tourism service companies have reported that there is a special shortage of tour guides in small languages. The development of leisure and health care industry requires sports, medical, psychological and other categories of compound talents are very scarce. Second, the workforce is unstable. High-quality talents and young employees with high technical skills can not be introduced, can not be retained, due to the continuous labor costs of the pressure on private enterprises increased significantly, the problem of enterprise employment to our city "strong tourism city, strong industrial base" work to promote the great challenge.

There are three main reasons for this: First, the business situation of enterprises is sluggish. The questionnaire survey shows that only 11 of the 100 private enterprises increased their production and sales in the first half of this year compared with the same period last year, only 13 increased their profits year-on-year, and only 8 increased their on-the-job personnel year-on-year. Second, local businesses are not attractive to migrant workers. Most of the city's private enterprises are scattered and weak, and they lack advantages in terms of salary level, working and living environment, and employee growth space. Around the Spring Festival, the city's human resources department and local enterprises organized large-scale recruitment operations in rural areas to try to retain migrant workers, but the effect was minimal. At present, the city's labor force has been transferred to employment 41690,000 people, only 7070,000 people, accounting for less than 17%. Only about 10% of the city's 10 secondary and higher vocational technical schools stay in the local area for employment every year. The third is the constraints and influences of multiple factors. In addition to the factors of the company's own conditions, there is also the influence of the employment concept and comprehensive environment of the younger generation, the fundamental reason is that the industrial chain is imperfect, the employment space is narrow, and the local economic and social development is insufficient and stunted. To do this, we recommend:

1. Attach great importance to basic work and improve the level of enterprise employment services. First, we should attach importance to infrastructure construction. Carry out in-depth research on the topic of enterprise employment and social employment, pay close attention to the formulation and release of human resources security policies covering all industries and fields in the city, strengthen the construction of human resources statistics and information database, so as to guide enterprise employment, social employment and its service work, and strive to establish a good two-way interaction and mutual promotion operation mechanism. The second is to establish a better platform for talent recruitment and intelligence, and improve the talent introduction mechanism. Further improve and implement the "Implementation Measures for the Classification and Identification of Talents Introduced by Investment in Zhangjiajie City (Trial)", open up the green card access conditions for talents, select one or more batches of outstanding models, give honors and convenience in work and life, and let foreign talents fully integrate into the development of Zhangjiajie. The third is to comprehensively optimize the supply of public services. Focus on accelerating the promotion of Zhangjiajie High-tech Zone, Cili Sangzhi County Industrial Park, Yongding District Cultural and Creative Industrial Park (hereinafter referred to as "three districts and one park") public transportation, medical and health, culture and sports, shopping malls and catering, leisure and entertainment, public rental housing and other facilities and services, and effectively improve the level of stable enterprises and posts. For the "three districts and one park", open more public lines as soon as possible to reduce the inconvenient transportation on employees' commuting and living arrangements. For the main scenic spots and tourism enterprises in the area, we should pay close attention to the development of the "Tongjing" line with different charges from urban buses, so as to facilitate the low-cost and free arrival of workers and tourists.

2. Fully implement the policy of benefiting enterprises and continue to increase the intensity of burden reduction. The first is to firmly implement the "strong tourism city, strong industrial base", taxation, finance, credit, social insurance deposit and other policies to the leading enterprises in tourism and industry, to small and medium-sized enterprises, effectively reduce the actual operating costs of enterprises, and support the simultaneous recovery of employment growth and economic operation. The second is to highlight the support for the "three districts and one park" and the service industry, small and micro enterprises, and individual industrial and commercial households with large employment capacity to stabilize and expand their posts, and explore the orderly issuance of subsidies for migrant workers to work in the city and local employment subsidies for college and secondary school graduates, so as to support enterprises to reduce costs and increase efficiency. The third is to comprehensively strengthen the employment service work of enterprises. The human resources departments at the city and county levels take the lead, through the dispatch of enterprise employment service specialists to the park, set up a branch of the human resources market in the "three districts and one park", accurately collect enterprise employment recruitment information, recommend employment in a targeted and accurate manner, and regularly hold special job fairs, build more effective communication and docking platforms between enterprise employment needs and social employment needs, and strive to break the information barriers between enterprise employment and social employment, and strengthen targeted services.

3. Fully mobilize the resources of all parties and strengthen the employment guarantee of enterprises. The first is to vigorously promote the integration of industry and education, and school-enterprise cooperation. Focusing on the overall situation of "a strong tourism city and a strong industrial base", we will establish a close school-local cooperation and school-enterprise cooperation mechanism to promote the integration of industry and education. Efforts are made to build a normalized docking mechanism between vocational schools, technical schools and enterprises in the park in our city, vigorously advocate and promote order-based training cooperation between enterprises and vocational colleges, strengthen skills training and new apprenticeship training for enterprises, and effectively alleviate the shortage of skilled talents. The second is to strengthen employment training in key areas and industries. In view of the actual needs of the development of major industries, industries and enterprises, we will strengthen the practical technical training of electricians, welders, fitters, instrument maintenance and other practical technical training in the production line, expand the skills training of cultural tourism and health care services, professional housekeeping services, and infant, young, pregnant and elderly services, and do everything possible to provide high-quality talent services for the development of key industries. The third is to give full play to the role of industry associations as a bridge. Highlight the role of industry chambers of commerce and associations, fully understand and reflect the employment needs of the industry, formulate key training plans in combination with the national occupational directory list, organize targeted skills training entrusted to organize and carry out targeted skills training, coordinate and promote the "co-maintenance and sharing" of high-skilled talents, effectively reduce the cost of raising people in a single enterprise, and solve the problems of "expensive to raise people" and "difficult to employ".

Fourth, strengthen the main responsibility of the enterprise and cultivate the culture of enterprise retention. The first is to guide enterprises to change the concept of employment. Guide enterprises to pay more attention to talent training and talent reserves, regard front-line workers and high-skilled talents as the core wealth and competitiveness of enterprises, and take pragmatic and effective measures to enhance the attractiveness of enterprises and the relative stability of the workforce. The second is to advocate enriching the amateur cultural life of employees. Pay attention to cultivating and cultivating corporate culture, enrich corporate cultural life, enhance emotional identity, enhance corporate cohesion and centripetal force, and create conditions for the establishment of a relatively stable workforce. The third is to encourage enterprises to strengthen human resource management. Pay attention to the environment, career and treatment, improve the employee promotion mechanism and incentives, increase skills subsidies, academic subsidies, seniority subsidies and other measures, and enhance the attractiveness of enterprises to skilled talents and outstanding college graduates.
