11.1. Occupational health and safety management objectives.
Security management objectives.
1.There are no general or above safety accidents at the construction site.
2.There are no major or above safety and civilization hidden dangers.
3.Strive for a safe and civilized construction site in Hebei Province.
11.2. On-site occupational health and safety management organization and division of responsibilities.
11.2.1. Safety management organization.
Set up a safety management leading group headed by the project manager to make decisions and manage the safety production of the project. The headquarters of the enterprise appoints the person in charge of safety to be stationed at the construction site, and establishes a safety production management system composed of vertical to end and horizontal to edge composed of project managers and construction personnel. As shown in Figure 112-1.

11.2.2 Safety Management Responsibilities.
The specific safety responsibilities of the main positions, departments and subcontractors of this project are shown in Table 112-1。

11.3. Major hazards of occupational health and safety.

The safe and civilized construction management system formulated and implemented in this project is shown in Table 113-1.

11.7. Occupational health and safety assurance measures.
11.7.1 Safety Control Measures.
1) Safety education and training:
The education is carried out in the form of centralized lectures by experts, slides, and publicity, mainly including "Construction Safety Inspection Standards", "Safety Requirements for Professional Jobs" and construction electricity safety, emergency rescue, etc. As shown in Figure 117-1.

2) Safety production rules and regulations and operating procedures: According to national standards, industry standards and corresponding technological processes and construction methods, our company has specially formulated higher standards of safety production rules and regulations and operating procedures, and hung them on the construction site through safety education and safety signs, as shown in Figure 114-2.
3) Safety technology disclosure: According to the process flow and construction method specified in the construction organization design, prepare a targeted and operable division (sub-item) safety technology disclosure, form written materials, and perform the signing procedures by both the person who made the disclosure and the person who is being disclosed. As shown in Figure 117-3.

4) Safety signs and signs: set up obvious safety warning signs or warning red lights at the accident-prone (or dangerous) places on the construction site, set up enough safety posters, slogans, signs, etc., to remind the majority of employees to pay attention to the prevention of safety accidents at all times, and hang the "hazard source reminder card, dangerous engineering safety responsibility publicity board" in a prominent position at the entrance of the site, as shown in Figure 117-4.

5) pre-shift safety activities: the construction team is presided over by the team leader every day to carry out pre-shift safety activities and make detailed records, the activities mainly include: learning basic safety skills and safety disclosure content, understanding the links and dangers of the operation, familiar with the operating procedures, checking whether the labor protection supplies are in good condition and used correctly, as shown in Figure 114-5.

6) Safety inspection: the daily safety inspection of the project safety and environment department, the weekly safety inspection of the project department and the joint owner, supervision, project departments and subcontractors, and the company's safety production management department organizes monthly inspections or irregularly conducts safety inspections on the site, records all inspections, and implements rectification of the hidden dangers found in the inspection.
11.7.2 Safety precautions.
1 Personal protective equipment.
All construction workers must wear safety helmets and fasten hat straps;Workers in the fall height datum of more than 2 meters (including 2 meters), can not take protective measures at height workers must fasten safety belts, when using high hanging low use;Concrete vibrating, frog tamping machine and other operations must wear insulated gloves and insulated shoes according to the regulations;When the template is processed, the pipeline is cut, and the air compressor is operated, the operator wears earplugs;Welders wear face shields and goggles. As shown in Figure 117-6.

2 "Four-port" protection.
1) Safety passage mouth: During the construction of the main body of the project, a protective shed (including elevator access protection shed) is set up at the safety passage entrance, and its production is made in strict accordance with the safety standardization protection facilities implemented by the Bureau, and the size and effect of the protective shed are shown in Figure 117-7(1)(2).

2) Reserved opening: the opening with a side length of less than 500mm is covered and fixed with a wooden board;For openings with a side length of 500-1500mm, a steel pipe grid is set up, the spacing is less than 250mm, and the scaffold board is fully paved;For the hole with a side length of more than 1500mm, a platform is erected with a steel pipe, a hard material is laid for protection, and a protective railing is erected around the hole. As shown in Figure 114-8.

3) Elevator shaft: set up stereotyped, tooled, standardized protective door, set up 20cm high foot plate at the door, and set up a safety net every two floors (not more than 10m) in the elevator shaft, and the mesh is not more than 2The 5cm protection practice is shown in Figure 114-9.

4) Staircase: 1 on the side of the staircaseThe 2m high stereotyped, tooled and standardized protective railing, the 200mm high baseboard, and the crossbar of the railing are set to two. As shown in Figure 117-10 Standardized protection of staircase edge.

3) Edge protection.
1) The edge protection of foundation pit and floor adopts tool-type protective railing, which is firmly fixed with the ground, and the height of the pole is 12m, each gear is 2m long, painted with red and white warning paint, and the bottom is set with a 200mm high red and white baseboard. As shown in Figure 117-11.

2) Staircase side protection: 12m high stereotyped, tooled, standardized protective railing, 200mm high baseboard, railing crossbar set to two, as shown in Figure 117-12.

4) Fastener steel pipe scaffolding protection.
This project adopts fastener type steel pipe scaffolding, in the construction process to prevent falling from high altitudes, a safety net is set up under the scaffold board of the protective frame of the working layer, and a safety net is set up every two layers, and its protective measures mainly include flame retardant dense mesh net, 5cm thick springboard, 20cm high foot baffle, scissor brace, etc., as shown in the figure. 4-14.

5) Special part protection.
1) Due to the fact that there are many high-altitude and cross-operations at the construction site, and the processing area is within the coverage of the tower crane, a double-layer protective shed is erected in the operation area such as the on-site steel processing yard, the installation material yard and the turnover material yard, as shown in Figure 117-15.
2) A protective railing is set at the fall radius of the high-altitude operation on the periphery of the main body, and personnel are strictly prohibited from entering. A safety passage should be set up within the fall radius, see the safe passage method.

According to the on-site tower crane layout, the on-site office area is within the coverage of the tower crane, and a square steel or steel pipe protective shed is erected above it as a protective measure.
