1 Purpose. The subcontracting care work is proceduralized, standardized, modularized and digitized, so as to minimize the differences caused by different subcontracting or different general contracting management personnel, so that the whole process of subcontracting from entry to completion and exit must be followed and violations must be investigated, so that everything is managed and managed at all times, so as to achieve a high degree of consistency between subcontracting and general contracting in terms of thought and action.
Improve the organizational network of subcontract management, reflect the combination of the responsible person system and department coordination, and establish a continuous improvement subcontract management system to ensure the smooth realization of project objectives.
2 Scope of Application.
Construction general contracting project, guide the project department to manage all subcontractors and contractors who have contracts with the company, including:
2.1. The owner designates a subcontractor (with the company has a subcontract);
2.2. Self-owned subcontracting (subcontracting of personnel, materials and machines, contracting of workers, contracting of cleaning workers and auxiliary materials);
2.3. Materials (steel bars, formwork, concrete, etc.), equipment leasing (tower cranes, concrete pumps, construction elevators, derricks, generators, etc.).
3 Responsibilities. 3.1. The company's contract department - subcontracting, ** bidder winning notice, entry notice.
3.2. Project Department - construction preparation (e.g., office, dormitory, warehouse yard, water and electricity connection, axis level), daily management (safety, quality, progress, technology, visa), completion and exit.
3.3. Project department, project management department of the company - return visit, warranty.
4 Procedure. 4.1. Subcontract bidding, please refer to the management documents of the company's contract department for details.
4.2. The contract department shall notify the project manager in writing with the notice of winning the bid (with the main points of the bidding documents).
4.3. The project manager organizes all departments of the project to hold a disclosure meeting, and issues the text and electronic version of the "Guidelines for Subcontracting Approach" (Annex 1), the "Regulations on Rewards and Punishments for General Contractors" (Annex 2), the "Working Procedures for Responsible Engineers" (Annex 3), and Annex 4 of "Subcontract Care**" to the subcontractor, and determines the docking team led by the responsible engineer and composed of relevant personnel from all departments of the project.
Focus on the following disclosure work: project safety, quality management requirements, technical management requirements, construction objectives and schedule requirements, document and engineering data management process, project meeting arrangement, general contractor reward and punishment regulations, material application, equipment use process, engineering change process, increase project visa process, project application process, arrange office, management personnel dormitory, worker dormitory, warehouse yard, on-site handover measurement axis, level, on-site designated water source, power connection, etc.
4.4. During the construction period of the subcontract, all departments of the project department shall take care of the subcontract on a daily basis in accordance with the above-mentioned annex procedures and contract terms.
4.5. The project manager organizes each department of the project to conduct monthly subcontracting performance evaluation.
4.6. After the completion of the subcontract work, the project manager shall organize the acceptance and verification of the subcontracted project: office, dormitory and facility inspection**, work card, canteen dining card**, rectification of project defects, drawings and engineering data**, handover, change of visa, etc., and issue the completion acceptance certificate of the subcontracted project.
4.7. Subcontracting exit.
4.8. The project department (after the disintegration of the project department, the company's project management department) will arrange subcontracted return visits and warranty work.
