In recent years, with the rapid growth of the number of intelligent networked vehicles and the acceleration of infrastructure construction such as urban testing of intelligent roads, the connection capacity of supporting road, network, vehicle, and cloud elements has been continuously strengthened, and it has become one of the center centers of the system that generates massive data. How to ensure data security in a complex environment has become a challenge that must be addressed in the development of intelligent networked vehicles.

Ensuring data security is a prerequisite for the development of the digital economy. Data security not only involves the development and utilization of data resources, but also related to the legitimate rights and interests of individuals and organizations, and even China attaches great importance to data security in the field of intelligent networked vehicles, and on the basis of the three superior laws of network security, data security law and personal information protection, it has further issued the "Notice on Strengthening the Network Security and Data Security of the Internet of Vehicles" and "Opinions on Strengthening the Access Management of Intelligent Networked Vehicle Manufacturers and Products" A series of normative documents, the network and data security management of intelligent networked vehicles have been continuously strengthened, and the industrial environment has become increasingly perfect.

However, it should also be noted that non-traditional security issues such as data leakage, Trojan attacks, and data tampering are continuously penetrating into the field of intelligent networked vehicles, and the traditional supervision model has been difficult to cope with the cross-regional, cross-type, cross-industry, and cross-level characteristics of data in the field of intelligent networked vehicles, and it is urgent to strengthen system protection from multiple levels such as system and technology. In the next stage, it is necessary to further strengthen data security in the field of intelligent networked vehicles, coordinate data security in terms of infrastructure, factor flow, and technology application, improve the efficiency of data governance, and escort the high-quality development of the intelligent networked vehicle industry.

Strengthen infrastructure security. Accelerate the construction of computing infrastructure for intelligent networked vehicles, explore the construction of urban super computing centers that gather massive amounts of data, promote computing power breakthroughs, service upgrades, and model innovation, and gradually form a world-leading, independent and controllable computing power ecosystem. Strengthen the integrated scheduling of cross-regional computing power, form a large-scale advanced computing power supply capacity, and support and serve the training and application of large models in the field of intelligent networked vehicles. Appropriately deploy and build green, intelligent, safe and reliable cloud computing data centers and a new generation of high-performance edge computing and intelligent computing capability centers to better meet the needs of low-latency and high-reliability computing power in the field of intelligent networked vehicles.

Strengthen the security of the flow of elements. Integrate data collection channels, establish data collection standards in the fields of on-board terminals, artificial intelligence, wearable devices, Internet of Vehicles, and road networks in accordance with laws and regulations, and form a multi-dimensional security guarantee mechanism covering data such as roads, vehicle working conditions, drivers, and passenger information. Through a combination of white lists, negative lists, and third-party agency certification and ratings, the market access filing system for intelligent networked vehicle data services is standardized. Regulate the data market transaction behavior of ICV enterprises, clarify the security audit mechanism for data registration, right confirmation, evaluation, pricing, trading, and tracking, and implement a dynamic supervision mechanism for the whole chain of security early warning and leakage notification for the processing of users' personal information and cross-border data flow throughout the life cycle of ICVs, especially the data development behavior involving the national and social public interests.

Strengthen the security of technology applications. Improve the digital intellectual property protection system, accelerate the research and development and innovation of data security technologies in typical application scenarios of intelligent networked vehicles, such as face recognition and artificial intelligence, and build a comprehensive data security guarantee system covering on-board terminals, communication networks, services, and testing platforms. Enhance the safety and reliability of testing and verification, and steadily promote the testing pilot of highways, expressways and urban centers with higher data security. Promote the integrated development of technologies such as scenario databases, first-class tests, and road tests, strengthen the construction of authoritative inspection and testing institutions and service capabilities covering all scenarios and fields, and improve the comprehensive test and verification capabilities of closed roads, semi-open roads and open roads, so as to achieve independent safety and controllability.

Improve the effectiveness of security governance. Formulate a unified data security standard system for new products and new business formats for the industry, and explore and carry out inclusive and prudential supervision pilots. Improve new integrated network security safeguard measures such as the Internet of Vehicles, encourage enterprises to use blockchain, privacy computing, data sandbox and other technologies to solve the security problems of data in sharing and circulation, and establish a data security filing mechanism for enterprises.
