With an area of 26 square kilometers, X City X District X Street has jurisdiction over 5 new villages and 16 urban communities, with a permanent population of about 160,000. In recent years, due to the renovation of old villages and urban renewal in the area, conflicts and disputes have occurred frequently. X Street actively explores a new path of grassroots governance, and through the innovative implementation of the "three meetings" model of village and residence councils, community appraisal meetings, and street hearings, it focuses on building a "gathering hall" for village residents, a "bridge between the hearts of cadres and the masses", and a "distribution center" for contradictions and disputes, so as to realize that "small things do not go out of the village (residence), major things do not go out of the community, and incurable diseases do not go out of the street".
1. "Reasoning on the spot", so that trivial things do not go out of the village. The village (residence) establishes a "reasoning council" residents' discussion platform, builds a talent pool of theorists with the "five elders" and village (resident) village sages as the main body, gives full play to their high prestige in the village (residence), is familiar with the village conditions and people's conditions, and can be reasonable. Through the interpretation of the law and reasoning, the contradictions between petitions and petitions are resolved at the doorstep of the masses in a way that can be felt, touched, and credible by the village (resident) people. In 2023, more than 20 reasoning meetings will be held at the village (residential) level, with more than 100 people participating, and conflicts and disputes will be effectively resolved.
2. "Centralized evaluation" to keep major events out of the community. The community has established a "appraisal council" deliberative platform, and built a team of "assessors" with legal advisers, cadres of the two committees, personnel of the mediation committee, and cadres of Bao Village as the main body, and implemented professional "consultations" for petition conflicts that are difficult to mediate and resolve by the village (resident) council. In the process of "evaluation", on the one hand, the evaluator gives full play to the role of the "glue" of feelings, stresses human feelings and social feelings, and conducts guidance for the parties to the dispute from the perspective of family affection and friendship, so as to achieve the mediation effect of "people's words are believers". At the same time, a comprehensive understanding of the facts of the dispute, review the merits, explain the facts clearly, put forward a mediation plan in accordance with the principles of fairness and justice, and "expose" the handling process to promote the parties to reach an agreement. In cases where it is difficult to reach an agreement, the legal counsel shall further interpret and analyze the law in accordance with laws and regulations, village rules and conventions, and social morality, so as to encourage the parties to the dispute to understand and make concessions to each other and voluntarily resolve the dispute. In 2023, more than 20 "appraisal meetings" will be held in 5 communities in the sub-district, and the conflict resolution rate will reach more than 95%.
3. "Public hearings" to keep intractable diseases out of the streets. Establish a "hearing" deliberative platform in the streets, build a talent pool with people's congress deputies, CPPCC members, legal workers, and business backbones of functional departments as the main body, and resolve major, difficult, and complex letter-or-visit matters through public hearings and consultations. Before the hearing, the hearing officer investigates and collects evidence on the spot, grasps first-hand information, and fully understands the ins and outs of the case. During the hearing, the petitioner states the facts and reasons, the hearing officer analyzes and expounds the historical evolution of the relevant issues in detail, restores the beginning and end of the case, and the lawyer explains the relevant legal and policy basis, explains the case and answers questions. Through the hearing, the focus of the issue will be further clarified, and a collegial discussion will be held on whether the petitioner's appeal is reasonable and lawful, and whether the undertaking unit should handle it appropriately, so as to form a conclusion of the hearing. At the same time, the informed public and representatives of the masses are widely invited to participate, expand the influence of the hearing, and stimulate positive social energy.
