Notice on the implementation of some road traffic management measures and related service measures in urban areas during the New Year's Day holiday in 2024.
In order to ensure the orderly, safe and smooth traffic of urban roads during the New Year's Day holiday in 2024, in accordance with the "Road Traffic Safety Law of the People's Republic of China" and the "Transportation Regulations of the People's Republic of China", it is decided to implement traffic management measures and related service measures on some roads in urban areas during this period, and the relevant matters are hereby notified as follows:
1. Implementation time: New Year's Day holiday (December 30, 2023 to January 1, 2024).
2. Traffic management measures in the West Lake Scenic Area.
1) From 7 a.m. to 6 p.m. every day, in the Lingyin Scenic Area (including the above boundary roads) in the area enclosed by Lingxi South Road - Shuangfeng Road - Meiling North Road - Meiling South Road (Xiaoyawu) - Lingyin Branch Road, "cruise taxis" and "online reservation taxis" are prohibited, and the following measures are implemented for motor vehicles: 1 During the period when taxis and online car-hailing in the Lingyin area are prohibited, taxis will be set up in the parking lot of No. 608 Xixi Road and the Xiaoyawu bus stop on Meiling South Road. Online car-hailing pick-up and drop-off points, passengers can enter the Lingyin area by transferring to public buses. 2 The Lingxi Tunnel implements one-way traffic from south to north (except for public vehicles). 3 Lingyin Road (Longjing Road to Lingyin Branch) implements one-way traffic from east to west. 4 Lingyin Branch Road (Lingyin Road to Lingxi South Road) implements one-way traffic from west to east. 5 It is forbidden to turn left from west to north at the intersection of Lingyin Road and Yugu Road.
2) From 7 a.m. to 6 p.m. every day, tourist buses are prohibited from entering the West Lake Scenic Area road, and the following measures will be implemented for motor vehicles depending on the situation: 1. It is forbidden to turn left from south to west at the intersection of Beishan Street Huancheng West. 2 It is forbidden to turn left from north to east at the intersection of Yanggongdi Nanshan Road. 3 It is forbidden to turn left from west to north at the intersection of Manjuelong Road and Santaishan Road on Hupao Road. 4 Zhijiang Land Rover Running Intersection prohibits turning left from west to north. 5. The Mangan Songling Tunnel is one-way traffic from west to east (except for public buses).
3. Supporting service measures for the West Lake Scenic Area.
1) Strengthen public transportation services in scenic spots. Citizens and tourists are encouraged to take the subway and bus to enter and exit the scenic spot. "Subway + bus" transfer stations are set up at Wushan Square Station (Line 7), Fengqi Road Station), Huanglongdong Station (Line 3), Huanglong Sports Center Station (Line 3, Line 10), Shuichengqiao Station (Line 4), and Dongyue Station (Line 3), and tourists can transfer to the public ** line to the North Line Scenic Spots, South Line Scenic Spots, and Lingyin Scenic Spots in the West Lake Scenic Area. In addition, there are a large number of bus lines such as W Road that serve scenic spots and connect with the outer urban areas and connect internal scenic spots (specific routes can be queried through the "Hangzhou Public Transportation" APP or "Hangzhou Public Transportation" WeChat***) for riding.
2) Strengthen peripheral parking and transfer services. 1. There are 4 tourist bus transfer points in the parking lot of the West Bus Station, both sides of Huyu Road, the parking lot of Yunqi HNA Resort Hotel, and the Ruanjiaqiao Bus Parking Lot on the periphery of the scenic spot, and tourists can transfer to the bus to enter the West Lake Scenic Area. 2 Six parking lots, including the Civic Center P3 Parking Lot, the Huanglong Sports Center Parking Lot, the Great Hall of the People Parking Lot, the Qianjiang Zheshang Venture Capital Center Parking Lot, the Shangcheng Lixing Parking Lot and the Jiangtaishan Parking Lot, provide parking transfer and bus shuttle services, and tourists can choose to park nearby and transfer to buses and subways.
3) Strengthen the fixed-point service of cruise taxis and online taxi reservations. 1 Set up 4 off-street parking spots in Lingguang, Children's Park, Xilingqiao Parking Lot, and No. 608 Xixi Road, allowing taxis and online car-hailing to pick up and drop off passengers. Taxis and online car-hailing vehicles are prohibited within 500 meters of off-street parking spots. 2 There are 12 temporary parking spots in the back street of the art museum, Lianhuafeng Road (Hupao Road to the west exit of Jiuyaoshan Tunnel), Jingui intersection of Hupao Road, No. 2 gate of Quyuan Fenghe, Kuoshiban Bus Station, Yuhuwan Bus Station, Shuguang Apartment Bus Station, Zhaoqing Temple North Bus Station, Siyanjing Bus Station, Shengtang Scenic Area pick-up and drop-off point, Beishan Street Sudi North Exit Pick-up and Drop-off Passage, and Xiaoyawu, allowing taxis and online car-hailing to pick up and drop off passengers. Taxis and online car-hailing vehicles are prohibited within 200 meters of the parking spots.
4. Traffic management measures around the business district.
According to the traffic situation around Hubin Wulin Business District, Qianjiang New Town, and Jingsi, temporary diversion control measures will be taken for motor vehicles on Yan'an Road, Qingchun Road, Stadium Road, Huancheng North Road, Zhongshan North Road, Nanshan Road and other roads. Temporary traffic management measures will be taken during the New Year's Day holiday, which will bring inconvenience to citizens and friends, please arrange the travel time and route in advance, and try to detour the above areas and roads when driving. The traffic management department of the public security organ will release road condition information in a timely manner through navigation and radio, please understand and support.
