Xinhua News Agency, Beijing, December 31 (Reporter Zou Duowei) From January 1, 2024, China's first mandatory national standard for port public health core capacity building, "Technical Specifications for Port Public Health Core Capacity Building", will be officially implemented. The implementation of this standard indicates that the core capacity building of public health at ports in China has a national-level implementation standard.

The core capacity of port public health is the basic requirement of the World Health Organization for the level of port public health management of States parties. The International Health Regulations (2005) specify that States Parties shall have the capacity to monitor and detect, scientifically warn and effectively respond to public health risks and public health emergencies at designated airports, ports and land ports.
Specifically, the core capacity building of port public health includes port health and quarantine supervision, food and drinking water hygiene and safety management, environmental sanitation control, and response to public health emergencies.
Yang Guang, a first-level researcher of the Health and Quarantine Department of the General Administration of Customs, said that the core capacity building is of great significance for building a solid national biosecurity barrier and safeguarding the lives and health of the people.
It is understood that in 2009, China officially launched the core capacity building of port public health. At present, 273 countries have opened ports to meet the requirements of core capacity building for port public health, and established a dynamic management mechanism.
Yang Guang said that in the next step, the General Administration of Customs will release the interpretation and quantitative assessment indicators of the mandatory standard as soon as possible, and promote the implementation of the standard in all open ports across the country. At the same time, it actively recommends Chinese standards to the World Health Organization, promotes China's experience, strengthens international exchanges and cooperation, and continuously enhances China's soft power and voice in international public health governance.
