The brigade garrison is very scattered, and it is the camp area of the former 62nd Division headquarters and directly subordinate teams. Several battalions were more than 10 kilometers away from the brigade headquarters, and they still lived in the barracks of the former 185th Regiment. It is very difficult to manage the troops, and there are many loopholes in work arrangements, training and guidance, education implementation, inspection and supervision, and so on.
Inspections by leaders and organs often go through the motions, and the implementation of work at the grassroots level is greatly reduced. In order to completely change this status quo, we have come up with ways to move the troops to the brigade compound little by little.
First, the command company and the second company and the training center were moved to the old abandoned guest house, two buildings were vacated, and the third and sixth battalions and the teaching team were moved over. The number of soldiers in the brigade headquarters compound suddenly increased, and the sound of training, slogans, and singing resounded throughout the barracks.
After a period of time, we again asked the leaders of the Ministry of Finance and the General Logistics Barracks Department to inspect the troops on the grounds that the barracks of the fourth battalion were dilapidated and had difficulty in drafting. None of them had seen the dilapidated houses in the ravines or the dirty water in the cellars, and they immediately said that the army should be allocated more funds for construction. And immediately set aside a large amount of money for the construction of the artillery brigade, so that the troops could move to the compound. The Logistics Department of the Lanzhou Military Region instructed us to make a plan and report immediately.
At that time, we did not make a report or wait for approval, and quickly moved the fourth battalion to the brigade compound, thus realizing the relative concentration of the whole brigade.
Suddenly, one day, the Operations Department of the Lanzhou Military Region discovered a problem. They tracked down who approved the relocation of the three battalions and the teaching team, (a change in the deployment of the strength of a battalion must be approved by the region) The army group was not clear, and we were confused. In the end, everyone agreed that the general department had agreed that there were many advantages to moving the troops, which would not only be able to secure construction funds, but also be conducive to the management and training of the troops.
Judging from the beautiful barracks and high-level management of the artillery brigade now, our "violations" at that time were still conducive to the long-term construction of the troops.
