The special maintenance fund for housing is the "pension" of the house, and it is the financial guarantee for the maintenance, renewal and transformation of the common parts of the house and the common facilities and equipment after the expiration of the warranty period. However, when there is a real emergency situation in the housing in the community, which seriously affects the life of the owner, and even endangers the safety of the owner's life and property, it is generally faced with the dilemma of "difficult to use" the maintenance fund.
In order to solve this problem, the Municipal Bureau of Housing and Urban-Rural Development issued the "Notice on Further Standardizing the Emergency Use of Special Residential Maintenance Funds", opened a "green channel" for the application of special residential maintenance funds, and adopted emergency procedures that do not need to be voted in advance and publicized afterwards to solve the urgent needs of the owners.
Contingency situations
1) Serious waterproof damage to the roof and exterior wall in the property management area;
2) Major safety hazards or emergencies such as functional impairments or serious damage to some equipment in the firefighting, electricity, water supply, drainage, and gas supply systems that belong to the owners;
3) The elevator cannot operate normally or there is a large safety hazard;
4) The decoration of the building façade and the public components are seriously loose or falling off, and the glass curtain wall has great potential safety hazards;
5) Other emergency situations that endanger personal safety, housing use safety, and public safety.

One of the following supporting materials can be used as the basis for initiating emergency maintenance.
1) Appraisal opinions issued by professional third-party housing safety appraisal institutions;
B) the relevant administrative departments or sub-district offices (township people**) issued by the identification opinions or rectification notice;
C) the sub-district office (township people's **) property management joint meeting of the identification opinions.
Ensure the owner's right to know and the safe use of maintenance funds
1) The plan for the use of maintenance funds shall be publicized to the owners within the scope of expenditure in the property management area during the implementation of the emergency maintenance organization.
2) The acceptance report and project settlement statement shall be publicized in the property management area for 7 days according to the procedures for the allocation of funds.
3) The housing and construction (housing security) departments of each county and city shall publicly solicit shortlisted businesses through procurement and enter into a framework agreement. If the residential maintenance funds are used for emergency maintenance, the transaction shall be determined from the shortlisted merchants through direct selection, secondary bidding, etc. (except for elevator maintenance).
4) The emergency maintenance project will be tracked and reviewed by a third-party professional organization for the whole process of project cost.
