Zhang Xijing pointed out that the procuratorial organs focus on punishing corrupt elements who use financial resources and power to engage in behind-the-scenes transactions and embezzle state-owned assets, crack down on all kinds of new and hidden corruption crimes in the financial field in accordance with the law, and resolutely punish corruption behaviors that cause major losses of state-owned assets due to loans, relying on loans to eat loans, and abusing power, From January 2022 to November 2023, a total of 529 people were prosecuted by procuratorial organs across the country in accordance with the law. For example, the Supreme People's Procuratorate has guided the handling of a number of major cases involving large amounts of money and bad social impact, such as Tian Huiyu, former secretary of the Party committee and president of China Merchants Bank, and cases of abuse of power by personnel of state-owned companies, use of undisclosed information for trading, insider trading, and leakage of inside information, demonstrating the confidence and determination of the procuratorial organs to help the financial anti-corruption campaign be promoted in depth.
Zhang Xijing said that in order to prevent "secondary disasters" caused by financial corruption, the procuratorial organs insisted on investigating bribery together. Continue to maintain a high-pressure and severe punishment posture for the criminal acts of "parasiticizing" the financial sector and "hunting" financial leading cadres. At the same time, give full play to the role of digital prosecution in punishing bribery crimes, develop big data legal supervision models, discover clues of major crimes in a timely manner, deeply analyze financial risk links and points, and promote financial anti-corruption to treat both the symptoms and the root causes.
At the same time, the procuratorial organs have implemented the mechanism of "double investigation in one case" to improve the efficiency of comprehensive management. In September this year, the Supreme People's Procuratorate, together with the State Supervision Commission and the Ministry of Public Security, jointly issued the "Opinions on Strengthening Anti-Money Laundering Coordination and Cooperation in Handling ** Bribery Cases", which put forward clear requirements for the three organs to effectively strengthen anti-money laundering coordination and cooperation in the investigation and handling of ** bribery cases, and provided a system to follow for continuing to crack down on and severely punish financial corruption-related money laundering crimes.
Zhang Xijing said that in the next step, the procuratorial organs will strengthen communication and contact, cooperation and restraint with the supervisory organs and judicial organs, fully perform their procuratorial functions in accordance with the law, punish and deter job-related crimes in the financial field, and help eliminate the black sheep that undermine the financial order. At the same time, it is necessary to intensify the simultaneous review of money laundering and other derivative crimes in the handling of cases of job-related crimes in the financial sector, guide and promote local procuratorial organs to actively investigate and prosecute money laundering crimes, and build a solid embankment for the prevention and control of financial risks.
