All operators and related units:
Recently, there has been low temperature rain, snow and freezing weather in our city, in order to standardize the market behavior and maintain the order of the market, according to the "People's Republic of China Law", "Administrative Punishment Provisions for Illegal Acts", "Clearly Marked Prices and Prohibition of Fraud" and other relevant laws and regulations, we hereby remind and warn as follows:
1. Operators should strictly abide by the best laws and regulations, enhance their sense of social responsibility, strengthen self-discipline, follow the principles of fairness, legality, honesty and credibility, reasonably formulate important livelihood commodities such as grain, oil, meat, poultry, eggs, vegetables and milk that are closely related to the lives of the masses, and consciously maintain market order.
2. In the process of selling goods and providing services, business operators and relevant units shall implement a system of clearly marking prices in accordance with law, with clear handwriting, accurate labels, conspicuous labels, and honest management. It is forbidden to clearly mark the price in accordance with the specified content and method, and it is forbidden to increase the price of ** goods or charge fees that are not indicated.
3. All shopping malls, supermarkets, farmers' markets, pharmacies, and other business entities that are closely related to the people's daily lives for basic necessities such as grain, oil, meat, poultry, eggs, vegetables, and milk, should strictly enforce the provisions on clearly marked prices, and must not use methods such as fictitious original prices, false discounts, and low prices to deceive or induce consumers to purchase goods or provide services; It is not allowed to fabricate or spread rumors about price increases, promote commodities that are too high and too fast, disrupt the order of the market, and do not hoard, coax, or make huge profits, so as to greatly increase the sales of people's livelihood products.
Fourth, all passenger transport companies, taxi companies, bus companies, highways and other transportation units, should consciously standardize or charge behavior, and consciously maintain the order of prices and fees in the transportation passenger transport market. It is necessary to do a good job in the publicity of fares, and it is not allowed to increase prices or charge outside the price without authorization, and it is strictly forbidden to force the tie-in of insurance; Highway rescue service companies, highway service areas and other operators in relatively closed areas should do a good job of clearly marking the price of goods and services.
All business entities are requested to strengthen self-discipline, strengthen the awareness of operating in accordance with the law, honesty and trustworthiness, and establish and improve the internal management mechanism. Where business operators violate the provisions on clearly marked prices, they shall be ordered to make corrections, confiscate illegal gains, and may be fined up to 5,000 yuan; If there is ** fraud, a fine of up to 500,000 yuan can be imposed; Where goods and services are promoted too quickly or too highly, a fine of between 500,000 and 3,000,000 RMB is to be imposed where the circumstances are more serious.
The city's market supervision department will strengthen market inspections, pay close attention to changes, accept complaints and reports in a timely manner, severely crack down on violations of laws and regulations, investigate and deal with illegal acts that disrupt market order in accordance with the law, and disclose typical cases of violations of the law to the public if they are of a bad nature and have serious circumstances. If consumers find relevant illegal acts, please keep the relevant evidence and call 12315 in time to make a complaint and report.
