More than 300 people attended the opening ceremony, including Prime Minister Raleigh of Trinidad and Tobago, Foreign Minister Brown, Minister of Trade and Industry Gopiskuhn, Chinese Ambassador to Trinidad and Tobago Fang Xuan, and representatives of the Chinese business community.

In his speech at the opening ceremony, Raleigh said that the two countries have a deep traditional friendship and have carried out close and friendly cooperation for a long time. As the "most modern industrial park" in Trinidad and Tobago and even the Caribbean, the Phoenix Industrial Park is the result of the "Belt and Road" cooperation between Trinidad and Tobago and the Caribbean, and is also a symbol of the vigorous development of bilateral relations.

Fang said that the official opening of the Phoenix Industrial Park is another milestone in the history of the development of China-Tobago relations, marking the leap between China-Tobago cooperation from infrastructure construction to industrial docking and upgrading, and will play an innovative, exemplary and leading role in China-Tobago pragmatic cooperation and even the economic development of Trinidad and Tobago and the Caribbean. China is ready to work with the Special Zealand side to continuously expand cooperation between the two countries in manufacturing, investment, digital economy and green development through the joint construction of the Phoenix Industrial Park.
Phoenix Industrial Park is located in Cape Lisas Port, the second largest port in Trinidad and Tobago, and is positioned as a high value-added environmental protection light industrial park, which is in line with Trinidosco's development strategy of improving its long-term dependence on oil and gas resources and actively promoting economic diversification. Completed in July 2023, Phoenix Industrial Park covers an area of approximately 580,000 square meters and is the first comprehensive and intelligent industrial park in the Caribbean to achieve 5G network coverage. It is understood that at present, 18 enterprises have signed contracts to settle in Phoenix Industrial Park, including 4 Chinese-funded enterprises.
