Among them, reform measures such as strengthening the linkage between planning EIA and project EIA, and implementing the "positive list" system for project EIA management have made many enterprises speak out directly.
Originally, EIA approval was a string of processes and a bunch of materials, but now it has become a paper commitment. The EIA approval procedures are simplified and radiated to county-level parks. According to the "Guiding Opinions", Jiashan can enjoy the reform of "regional environmental impact assessment + environmental standards", which Zhejiang had previously implemented in 2017, but the reform area was limited to provincial-level parks. For example, a county-level park completes a planning environmental assessment, formulates a unified environmental standard for project access, and compiles a negative list for environmental impact assessment approval, so that projects in the park can enjoy a series of reform policies such as environmental impact assessment downgrading and simplification, "zero land" commitment filing, and total commitment. Since the reform of the integrated EIA system, the reform area of "regional EIA + environmental standards" in Jiashan County has been extended from 5 provincial-level regions to county-level parks, and a total of 185 projects have enjoyed downgrading and filing, and the "positive list" has been completed on the same day as EIA approval. At the same time, small and micro enterprises can enjoy the "bundling" of environmental impact assessment and the "green island" of shared facilities, which is expected to shorten the approval time by 5,400 days and reduce the application materials by more than 60%.
In order to support the rapid implementation of the reform measures of the "Guiding Opinions", at present, Jiashan is studying and formulating the "Jiashan County" Double Demonstration "Construction Ecological Environment Access "Integration" Reform Plan (Trial) (hereinafter referred to as the "Plan").
