Recently, the Provincial Department of Agriculture and Rural Affairs issued the "Implementation Opinions of the Guangdong Provincial Department of Agriculture and Rural Affairs on Accelerating the Cultivation of Regional Agricultural Machinery Service Centers" (hereinafter referred to as the "Implementation Opinions"), which will be implemented from February 23, 2024, with a validity period of 3 years, including 4 parts, to accelerate the cultivation of regional agricultural machinery service centers, improve agricultural mechanization production and agricultural machinery operation disaster prevention and relief emergency response capabilities.
The implementation opinions put forward that by 2026, the province will cultivate more than 20 provincial-level regional agricultural machinery service centers, more than 40 municipal-level regional agricultural machinery service centers, and more than 120 county-level regional agricultural machinery service centers. In the province, cultivate a regional agricultural machinery service center network with reasonable layout, perfect functions, efficient command, full mechanization coverage of all links of leading industries, and full coverage of all towns and towns in grain and important agricultural product production areas.
How to cultivate a regional agricultural machinery service center? The "Implementation Opinions" put forward five requirements, namely, reasonable planning and layout, multi-subject participation, strengthening equipment team support, enhancing emergency response capabilities, and standardizing the operation mechanism.
In terms of the planning and layout of the regional agricultural machinery service center, the "Implementation Opinions" proposes to consider various factors such as industry, region, disaster situation, and topography, and focus on improving regional mechanized production and disaster prevention and mitigation capabilities, respectively, in the Pearl River Delta and eastern and western Guangdong and northern Guangdong. In principle, priority should be given to accelerating the pace and intensifying cultivation in grain production functional areas, drought and flood disaster-prone areas, coastal typhoon-affected areas, and hilly and mountainous areas.
In terms of the main body participating in the construction and operation, the "Implementation Opinions" combined with the actual situation of our province, put forward to focus on cultivating and supporting the provincial "full mechanization + comprehensive agriculture" service consortium, the provincial level or above farmers (agricultural machinery) professional cooperatives demonstration society, agricultural machinery operation service companies, agricultural machinery emergency operation service teams and qualified rural collective economic organizations to participate in the selection and identification of regional agricultural machinery service centers, and encourage supply and marketing, agricultural reclamation, agriculture-related state-owned enterprises, agricultural machinery production and marketing enterprises and other agriculture-related entities to participate in the construction and operation.
Focusing on improving the disaster prevention and relief emergency response capabilities of agricultural mechanized production and agricultural machinery operations, the "Implementation Opinions" propose to support regional agricultural machinery service centers to rationally allocate mechanized production and emergency equipment for both normal and emergency purposes, and install intelligent equipment such as Beidou positioning and operation monitoring to improve the support capacity of agricultural production and emergency equipment. Strengthen the construction of machine hangars and maintenance facilities, build an excellent and strong "level-emergency dual-use" agricultural machinery operation team, and increase the cultivation and use of front-line "soil experts" in the use of agricultural machinery.
In terms of enhancing emergency response capabilities, the "Implementation Opinions" make it clear that we should make full use of agricultural disaster prevention and relief funds, support regional agricultural machinery service centers to set up normalized agricultural machinery emergency operation service teams, and carry out emergency operations for agricultural machinery disaster prevention and relief. Encourage the service team to be included in the agricultural machinery dispatching system on a voluntary basis, accept the unified dispatch of agricultural and rural departments, and participate in emergency response. Support the regional agricultural machinery service center to carry out cross-regional support for emergency disaster prevention and relief, and support the regional agricultural machinery service center as the focus of agricultural machinery technical force to go to the countryside to tour the service guidance.
The "Implementation Opinions" also put forward the standardized requirements for the management system, operation service technology, service charges and other operation and management systems for the cultivation and development of the regional agricultural machinery service center, and encouraged the regional agricultural machinery service center to carry out a variety of service models such as production trusteeship and cross-regional operations through information management methods, so as to promote the organic connection between small farmers and the development of modern agriculture.
In addition, the "Implementation Opinions" put forward work measures from the aspects of increasing policy support, standardizing the identification management, publicity and demonstration, and strengthening management services, and put forward requirements for the public selection and identification procedures of the regional agricultural machinery service center from the aspects of voluntary declaration, merit-based recommendation, expert review, and public announcement.
