Chapter III Application Requirements
Article 5 Meet the requirements of the "2024 National Study Abroad ** Funded Study Abroad Personnel Selection Guide" (hereinafter referred to as the "Selection Guide").
Article 6 shall be:Domestic doctoral supervisor of students sent by the national high-level university public postgraduate program。Focus on supporting doctoral supervisors who have substantive cooperation with foreign supervisors of study abroad institutions and have strong international exchange skills.
Article 7 Age at the time of applicationNot more than 60 years old(Born after January 1, 1963).
Article 8 A formal invitation letter from a foreign university or institution shall be sent to the foreign supervisor or the scientific research institution of the foreign advisor.
Chapter IV Selection Methods
Article 9 Follow the principle of "openness, fairness and justice", and adopt the method of "unit recommendation, review and admission" for selection.
Article 10 The online registration time for 2024 is as follows:May 10-31Each unit will organize the recommended candidates to log in for online registration. The relevant colleges and universities are responsible for accepting and reviewing the applications of the applicants of their own units, and the applications of other personnel are accepted by the relevant national study abroad ** institutions (see the list of institutions accepted by the National Study Abroad Network for details).
Applicants must prepare the application materials in accordance with the "Application Materials and Instructions for the 2024 Doctoral Supervisor's Short-term Overseas Exchange Program" to ensure that the materials are complete, true and valid.
Article 11 The accepting unit shall submit the official letter, the preliminary list and the electronic materials of the applicant through the information platform before June 20, and there is no need to submit written materials to the State Committee for Studying Abroad. The accepting unit has the right to return the application that is untrue, inconsistent or does not meet the requirements.
Article 12Admission results will be announced by the end of July 2024。Applicants can log in to the National Public Study Abroad Management Information Platform () to check the admission results.
Chapter 5 Dispatch and Management
Article 13 The recruited personnel shall generally be dispatched in the current yearThe study abroad qualification is valid until 31 January 2025。Those who fail to send out on time will be automatically disqualified from studying abroad.
Article 14 Overseas students are exempted from signing the Agreement on Studying Abroad on Public Assignment by the State.
Article 15 Overseas students who apply for study abroad on national official assignment are not subject to the limitation of the service period for returning to their home countries.
Article 16 The Service Center for Scholarly Study of the Ministry of Education shall book round-trip international air tickets for overseas students. Before the overseas students are dispatched, the National Study Abroad Committee will remit the one-month scholarship living expenses to the special bank card for the national public scholarship for the overseas students (see the handling method for details.)
Article 17 Overseas students should go through the registration formalities with the Chinese embassies (consulates) abroad within 10 days after arriving in the country where they are studying, and should consciously accept the guidance and management of the selected units and embassies (consulates) abroad during their stay abroad.
Article 18 The duration of the exchange visit shall not be less than four weeks. For less than four weeks, the relevant fees will be recovered.
Article 19 The selection unit shall make reasonable arrangements for the work of overseas students, supervise and ensure that they are dispatched on schedule.
Article 20 The selection unit shall take practical measures to further strengthen the management of overseas students. Before the personnel are dispatched, clear work tasks are proposed, and the overseas students are assessed in a timely manner after returning to China. Within one month after returning to China, the dispatched personnel should fill in the relevant information and upload the results of studying abroad and other materials through the "Return to China" interface of the "National Public Study Abroad Management Information Platform".
Chapter VI: Supplementary Provisions
Article 21 If a student does not meet the requirements of the "Selection Guide" and the guidelines of this project, or violates national laws and regulations and is investigated for criminal responsibility in accordance with the law, violates public order and conscience and causes serious adverse impacts, violates academic ethics and the circumstances are serious, etc., and verifies that it is true during the selection and admission stage and during the performance of the national study abroad agreement, the State Study Abroad Committee has the right to take measures against the parties concerned, such as returning the application, canceling the qualification, terminating the subsidy, and recovering for breach of contract.
Article 22 The dates and times in this project guide are Beijing time.
