On January 30, the parallel conference of the 2024 World Digital Education Conference on "Education Digitalization and the Construction of a Learning Society" was held in Shanghai. This parallel meeting was guided by the Department of Vocational Education of the Ministry of Education, hosted by the Open University of China and Shanghai Open University, and co-organized by the Vocational Education Development Center of the Ministry of Education, East China Normal University and the China Education Association. More than 240 representatives from education departments, universities and research institutions from 35 countries and regions attended the meeting. Wu Yan, Vice Minister of the Ministry of Education, attended the meeting and delivered a speech.

Wu Yan pointed out that building a learning society is a national strategy determined by China. In recent years, the Ministry of Education has implemented the strategic action of education digitalization, built a national smart education platform, built a digital foundation for a learning society, continued to promote the construction of learning cities, learning communities and learning enterprises, and encouraged everyone to be eager to learn.

Wu Yan advocated that digitalization, networking, and intelligence are profoundly changing people's production and lifestyle, communication and learning methods, especially generative artificial intelligence and other technologies are giving wings to a learning society, and "learning at any time, everywhere, and everyone can learn" has turned from a vision into a reality. China is willing to strengthen dialogue and cooperation with other countries and international organizations in the field of building a learning society, build an all-weather digital learning platform, and provide all-weather uninterrupted learning support for global learners. Create a full-field digital learning space and support the development of more intelligent and portable learning terminals; Build a digital education community with full coverage, build an open mechanism for the authentication, accumulation and conversion of digital learning achievements, improve data security, digital ethics and privacy protection mechanisms, and build a digital education community.

At the meeting, the "Report on the Construction and Development of China's Learning Society in the Process of Digitalization" was released, which introduced China's plans, experiences and actions in promoting the construction of a digitally empowered learning society in recent years, and looked forward to the future trend of digital learning.

The ministers of education of Gabon, New Zealand and other countries, representatives of international organizations such as UNESCO and the African Union Commission, heads of the International Council for Open and Distance Education, the Asian Open University Association, and the African Distance Education Association, as well as experts and scholars from relevant cities, universities, open universities and research institutions at home and abroad, focused on the theme of "Digital Education: Application, Sharing and Innovation", and deeply explored the theoretical and practical topics of building a learning society in the digital era from different perspectives. Experts at the meeting generally agreed that with the advent of the digital age, the construction of a learning society requires not only the full empowerment of digital technology, but also the provision of a wider range of application scenarios. This conference further gathered the consensus on building a learning society in the digital era, and put forward a new initiative to build a digital education community in the digital era, which will open a new era of learning society.
