The allocation of pediatric medical resources and the balance of services have been gradually improved, and the number of pediatric practicing (assistant) physicians per 1,000 children has reached 087 people, the number of beds reached 250 sheets, and the capacity of children's medical and health services has been continuously improved. By 2035, a balanced, coordinated and efficient children's medical and health service system between urban and rural areas will be basically formed to better meet the needs of children's medical and health services.
According to the Opinions:
1. Build a high-quality children's medical and health service system. Establish a high-level children's medical service network, and improve a high-level children's medical service network led by the National Children's Medical Center and the National Children's Regional Medical Center, with provincial, municipal and county-level children's hospitals, general hospital pediatrics, traditional Chinese medicine hospital pediatrics, and maternal and child health institutions as the main body. 2. Provide high-quality children's medical and health services. Support the development and transformation of cutting-edge technologies in the field of pediatrics, guided by clinical needs, and focus on solving problems in the fields of birth defects, rare childhood diseases and prevention and treatment of major diseases. Give full play to the characteristic advantages of traditional Chinese medicine in protecting children's health, actively optimize the diagnosis and treatment plan of traditional Chinese medicine, and make appropriate use of traditional Chinese medicine technology. Promote contracted services for children and family doctors, and encourage all localities to set up personalized contracted service packages based on children's needs, to meet the needs of children's health services in their jurisdictions. Improve the experience of medical treatment, enhance the experience of pediatric patients, and optimize the process and layout of pediatric medical services. Strengthen children's mental health and mental health services, and advance the construction of psychiatric and psychological departments and mental health departments in general hospitals, children's hospitals, and maternal and child health institutions. Provide high-quality childhood disease prevention and health management services, and explore the establishment of a behavioral development monitoring and health management system covering the complete development cycle from birth to adulthood.

Deepen the reform of the salary system of public hospitals, guide public hospitals to optimize internal distribution, fully consider the work characteristics of pediatric medical staff, reasonably determine the salary level of children's hospitals and pediatric medical staff, and promote that the salary level of pediatric and other professional doctors in short supply in general hospitals is not lower than the average salary of hospital physicians.
Increase support for the research and development of drug varieties and key technologies for children, and make up for the shortcomings of suitable dosage forms and specifications of children's drugs. Strengthen the monitoring of the use of drugs for children, dynamically adjust the list of shortage drugs, including children's drugs, and the key monitoring list of clinically necessary drugs that are prone to shortage, and strengthen the production of drugs that are prone to shortage and the monitoring and early warning of the first chain.
