After the victory of the Anti-Japanese War, the domestic situation was still unstable, and the Kuomintang was ready to start a civil war. In order to strive for a favorable situation, at the end of 1945, it was decided to send a cadre group to the northeast, and Yang Shangkui was among them.
After the War of Liberation began, Yang Shangkui successively carried out work in Dunhua County, Jilin Province, and other places, not only fully publicizing and mobilizing a large number of people to join the Northeast Field Army, but also creating favorable conditions for the PLA to replenish its troops.
