Green factories generally refer to factories with green manufacturing systems and production processes, emphasizing the goal of resource conservation, environmental friendliness and low-carbon in the production process. The green factory mentioned in the "Interim Measures" refers to the enterprise that realizes intensive land use, harmless raw materials, clean production, waste recycling, and low-carbon energy, and is the core implementation unit of green manufacturing.

Green industrial park refers to an industrial park that integrates the concept of green and low-carbon development into the process of park planning, spatial layout, industrial chain design, energy utilization, resource utilization, infrastructure, ecological environment, operation and management, etc., and realizes green, low-carbon and circular sustainable development in an all-round way, and is a platform for the agglomeration of green factories and green infrastructure.
The green chain management enterprise refers to the leading enterprise that runs the concept of green and low-carbon development through the whole process of product design, raw material procurement, production, transportation, storage, sales, use and scrap disposal of the enterprise, and realizes the coordinated improvement of the green level of the whole chain, which is the key to driving the upstream and downstream factories of the first chain to implement green manufacturing.
The gradient cultivation of green factories refers to the cultivation mechanism established from two dimensions: vertical (forming a green factory cultivation mechanism with national, provincial and municipal linkage) and horizontal (forming a green industrial park, a cultivation mechanism for green chain management enterprises to drive the park, and upstream and downstream enterprises in the chain to create green factories).
The 14th Five-Year Plan for Industrial Green Development proposes that by 2025, the green and low-carbon transformation of industrial structure and production methods will achieve remarkable results, green and low-carbon technologies and equipment will be widely used, the efficiency of energy and resource utilization will be greatly improved, and the level of green manufacturing will be comprehensively improved, laying a solid foundation for carbon peaking in the industrial sector by 2030.

On January 5, the Ministry of Industry and Information Technology announced the 2023 green manufacturing list. In 2023, a total of 1,488 green factories, 104 green industrial parks, and 205 green chain management enterprises were selected. It involves excellent manufacturing enterprises recommended by Beijing, Shandong, Jiangsu, Guangdong and other provinces and cities, and its business scope covers many fields such as electric power, chemical industry, food, and home appliances.
Green manufacturing emphasizes reducing pollution and resource waste from the source, and improving production efficiency and resource utilization.
