On November 12, 2023, the Quqiwan Tunnel was officially closed for construction, but when he came to the tunnel construction site, it was like a stick on Zeng Hui's head: "The construction period is short, the task is heavy, and the closed construction will have a certain impact on social traffic." "How to coordinate various departments and complete the task in the shortest possible time with quality and quantity is the first problem facing Zeng Hui.
After the start of construction, Zeng Hui arranged all the construction personnel reasonably, carried out uninterrupted construction from 7 am to 12 pm every day, and went all out to rush the progress of the construction period; Convened all the construction personnel to carry out the installation of lamps and lanterns on the site, and found that the survey of the construction environment in the tunnel was not sufficient, and the fixation of the lamps and lanterns should not only take into account the stability, but also not destroy the original structure of the tunnel.
The construction team came stubble after stubble, and also walked stubble after stubble, and many construction teams left a sentence on the spot: we have not done this situation, we dare not do it, what if we destroy the tunnel structure?
Seeing that several days have passed, the installation plan of the lamps has still not been determined. Cheng Ji, director of the Fifth Comprehensive Inspection Office, was particularly anxious, and he pulled Zeng Hui and the heads of various construction departments to carry out several on-site technical breakthroughs: in the 150-meter-long light strip lighting area, a complex tunnel top structure survey was carried out, and relying on the survey data, a special adjustable T-shaped bracket was designed, which not only ensured the firmness of the installation of the lamps, but also protected the original structure of the tunnel from being damaged.
Subsequently, Zeng Hui and they successively solved a number of engineering and technical difficulties, at this time, there were only less than ten days left before the construction time of the first phase of the project, Zeng Hui and they also began to work overtime to get busy.

The time came to December 1, 2023, and in the afternoon of the same day, the first phase of the Quqiwan Tunnel was successfully completed, and the traffic control of the Quqiwan Tunnel was lifted.
On the morning of the same day, Zeng Hui was about to convene the construction personnel to summarize the experience of the project, and he received an urgent notice: the construction of the Quqiwan Tunnel should be optimized, and the construction of the road should be occupied, and the estimated project time is ten days.
This means that in the second phase of the project, the construction must be carried out under the condition that the vehicle passes through the tunnel, and the personal safety of the construction personnel is facing great safety challenges.
In order to ensure the smooth completion of the project and the personal safety of the construction personnel, Zeng Hui pulled the construction party to set up three "lines of defense" in front of the construction area with warning signs, water barriers, and anti-collision barrels to prevent vehicles from entering by mistake, and adjusted the construction time: "Construction is carried out from 6 pm to 2 am every day to ensure staggered peak construction."
