In order to further standardize the publicity and education management of national parks, our bureau has formulated the "Measures for the Management of Publicity and Education in National Parks (Trial)", which is hereby issued to you, please earnestly implement it.

Measures for the Administration of Publicity and Education in National Parks
Article 1 These measures are formulated in accordance with the "Guiding Opinions on the Establishment of a System of Natural Protected Areas with National Parks as the Main Body" and other relevant provisions in order to standardize the management of publicity and education in national parks and give play to the important role of publicity and education in the construction of national parks.
Article 2 The term "publicity and education of national parks" in these measures refers to the process of transmitting specific information about national parks to the public through various types of media and activities, so as to improve the public's awareness of national parks and ecological protection.
Article 3 These measures apply to the publicity and education management of national parks. The area that has been approved to carry out the creation of national parks may refer to these measures to carry out relevant work.
Article 4 The publicity and education work of national parks shall be guided by the socialist ideology with Chinese characteristics in the new era, and shall adhere to the principles of overall planning, coordinated development, focusing on innovation, and emphasizing practical results, and consciously obey the work of the national park center.
Article 5 The State Forestry and Grassland Administration (National Park Administration) is responsible for the supervision and management of publicity and education in national parks. The Publicity Center of the National Forestry and Grassland Administration (National Park Administration), together with the Department of Nature Reserve Management and the National Park Center, is responsible for overall coordination, guidance services, supervision and inspection.
Each national park management agency is responsible for the publicity and education of its own national park, and shall strengthen cooperation with the local people's education, science and technology, culture and tourism, emergency management and other departments at or above the county level.
National parks across provincial boundaries shall establish a joint publicity and education mechanism to ensure the integrity and coordination of publicity and education.
Article 6 ** In accordance with the principle of division of financial powers and expenditure responsibilities, strengthen support for the construction of places and facilities such as nature education, popular science education and ecological experience, nature education and ecological experience activities, and the training of relevant personnel.
Encourage financial and social capital to provide financing support for national park publicity, education, construction and management projects in accordance with market-oriented principles.
Article 7 National park management institutions shall strengthen mutual visits and exchanges with foreign nature reserve management institutions, scientific research institutions, international organizations, and so forth in areas related to publicity and education, and promote strategic cooperation between countries.
Article 8 The management bodies of national parks shall actively guide mass autonomous organizations, social organizations, enterprises and institutions to carry out publicity and education activities in national parks.
Texts, graphics and materials related to national park publicity and education activities shall be reviewed by the national park management agency or relevant departments.
Article 9 The national park management body shall, in accordance with the overall plan of the national park, prepare a publicity and education plan, organize and train a publicity and education team, and formulate a publicity and education management system.
Article 10 The national park management body shall set up a unified team of experts for national park publicity and education, strengthen the integration and development of publicity and education resources, and pay attention to enhancing the public's awareness of national parks in educational and teaching activities.
Article 11 The management institutions of national parks shall, in combination with their own characteristics, actively create national park publicity and education brands, organize publicity and education activities in light of actual conditions, compile relevant publications, and organize the design of relevant cultural and creative products.
Article 12 The national park management body shall, on the basis of the publicity and education plan and theme, uniformly organize the establishment of publicity and education trails in the park and at the entrance of the community and supporting publicity and education media, and create high-quality routes.
Article 13 The national park management body shall explore the production of film and television works or promotional films that can highlight the characteristics of the national park, and encourage the release of various types of national parks, transportation systems, commercial venues, etc. at home and abroad.
Article 14 The national park management body shall establish an official account to promptly disseminate publicity and education information to the public. The management bodies of trans-provincial national parks shall strengthen the uniformity and consistency of information dissemination.
Article 15 The national park management institutions shall formulate community-based publicity and education plans, create publicity brands with community characteristics, and conduct regular training for community residents.
National park management institutions are encouraged to provide publicity and education service positions for community residents, and support community residents to participate in environment-friendly nature education, nature experience and other business activities.
Article 16 The construction of publicity and education facilities in national parks shall follow the concept of green construction, be in harmony with the natural landscape and cultural characteristics, conform to the requirements of the overall planning and control of national parks, and go through relevant formalities in accordance with laws and regulations.
Article 17 National park management institutions are encouraged to strengthen cooperation with local people at or above the county level in adjacent areas, actively build entrance communities, create national park support service areas, and realize in-park experience and out-of-park services.
Article 18 National park management institutions are encouraged to jointly carry out publicity and education activities in national parks in accordance with relevant provisions and all kinds of national parks, so as to enhance the effectiveness of publicity and education.
Article 19 The national park management bodies shall establish a volunteer service mechanism, form a volunteer team for national park publicity and education services, carry out volunteer service activities for publicity and education in national parks, and cultivate a brand of volunteer service for publicity and education in national parks.
Article 20 National park management institutions shall formulate safety management norms for publicity and education activities and emergency response plans, equip them with safety and security facilities, and strengthen cooperation with local people and rescue agencies.
Article 21 These measures shall be interpreted by the State Forestry and Grassland Administration (National Park Administration).
Article 22 The national park management agencies may formulate detailed rules for the implementation of publicity and education management in accordance with these Measures.
Article 23: These Measures shall be implemented from the date of issuance.
