In the governance of transboundary rivers, collaborative governance has become the "main theme". For example, in the comprehensive management and ecological restoration of the Yongding River, the four provinces and cities of Beijing, Tianjin, Hebei and Jinjin have coordinated governance, and since 2019, the upstream of the Guanting Reservoir has been diverted from the Yellow River and concentrated water transportation to the Yongding River in spring and autumn every year, and the ecological management of "opening the road with water and guiding the way with water" has been explored, and the Yongding River, which has been interrupted for a long time, has realized that the water flow of the entire basin of Beijing, Tianjin, Hebei and Jinjin has been connected to the sea for three consecutive years, and the Yongding River will have water throughout the year since its interruption in 1996 for the first time in 2023, and the groundwater and ecological environment along the coast will be rapidly restored, and the initial realization of " Flowing River, Green River, Clean River, Safe River", Yongding River has become an important green ecological river corridor in Beijing-Tianjin-Hebei.
At the same time, the three places coordinated the dispatch of multiple water sources and coordinated the implementation of cross-border river recovery actions, the main stream of the Chaobai River, which had been interrupted for many years, was connected to the whole line for three consecutive years after 22 years, the Beijing-Hangzhou Grand Canal was opened to water for two consecutive years in the past century, and the five main rivers of Yongding River, Chaobai River, North Canal, Juma River and Luhe River in Beijing all reappeared as "flowing rivers" after many years and penetrated into the sea, and the water ecological environment of the three places along the river was significantly restored.
In addition, the three places have strengthened the coordinated management of groundwater overexploitation, and simultaneously implemented groundwater pressure and recovery measures such as water conservation in key areas, adjustment of agricultural planting structure, replacement of water supply for urban self-built facilities, and expansion of reclaimed water utilization, and the groundwater level in the plain area of the city has risen by 11 meters for eight consecutive years, and the reserves have been restored to 56400 million cubic meters, and remarkable results have been achieved in promoting the overexploitation of groundwater in North China.
The Municipal Water Affairs Bureau said that the next step will be to promote the ecological management of transboundary rivers. Highlight the integrity of the Beijing-Tianjin-Hebei regional ecosystem and the systematization of the river basin, take the initiative to connect with the layout of the national water network, open up the backbone water source channels and the bayonet blocking points of various rivers, promote the interconnection of relevant key rivers and reservoirs in the Beijing-Tianjin-Hebei region, and continue to promote the water flow connection and ecological governance of the Grand Canal, Yongding River and Chaobai RiverStrengthen the overall planning and connection of ecological governance and protection planning and water ecological space management and control planning of cross-border rivers such as Yongding River, Chaobai River and Juma River, and thoroughly rectify the problem of encroachment on the ecological space of border rivers and lakes and the development of borders.

Over the past 10 years, the Beijing-Tianjin-Hebei region has continued to improve its water resources guarantee capacity by strengthening the coordinated protection and overall dispatch of water resources in the basin. In addition, we should coordinate and strengthen the guarantee of coordinated dispatch of regional water resources. The main canal and Langzhuo trunk canal of the middle route of the South-to-North Water Diversion Project, the Yellow River water diversion channel of the Guanting Reservoir of the Yongding River, the Chaobai River, the North Canal, the Daqing River, the Lu River and other rivers and water conveyance channels will closely connect the main rivers and reservoirs of the Beijing-Tianjin-Hebei region and help each other in an orderly manner, and the ability of the three places to coordinate and dispatch water resources has been significantly improved.
In the next step, we will speed up the improvement of the multi-source mutual aid guarantee system for water resources. Promote the high-quality construction of the follow-up project of the South-to-North Water Diversion Project, and jointly negotiate and promote the construction of follow-up projects such as the eastern route of the South-to-North Water Diversion Project into Beijing and the expansion of the middle route, so as to ensure the water security of Beijing-Tianjin-Hebei in the long run. Over the past 10 years, the regional flood prevention capacity of the Beijing-Tianjin-Hebei River Basin has been significantly improved by strengthening upstream and downstream flood prevention information sharing and joint dispatch. It is understood that the Haihe River Basin has a complex water system, concentrated floods and torrential rains, and frequent floods and droughts, so it is an important responsibility of the water affairs department to ensure the safety of important areas such as the capital Beijing and the Xiong'an New Area. In recent years, the three provinces and cities of Beijing, Tianjin and Hebei have thoroughly implemented the concept of disaster prevention, mitigation and relief of the general secretary of the People's Republic of China of "two insistences and three changes", established mechanisms such as consultation and coordination, information sharing, joint dispatch and mutual support for flood prevention and dispatch in the basin, maximized the comprehensive disaster reduction benefits of the flood control system in the basin, and successfully coped with many flood disasters in the Haihe River Basin.
In particular, in the response to the "23.7" catastrophic flood in the Haihe River basin, in view of the rare historical flood in the Yongding River Basin, the city's Guanting Reservoir impounded all 79 million cubic meters of flood water in the upper reaches, and used the Yongding River Daning Reservoir and Detention Reservoir for the first time to store 75 million cubic meters of floodwater, delaying the flood peak to reach Hebei and Tianjin downstream for 19 hours, which won time and space for the flood dispatching measures such as the comprehensive use of flood storage and detention areas in the downstream plain area. For the first time, the Yongding River realized that the embankment was not broken and the flood did not enter the city, which effectively guaranteed the flood control safety of the capital. After the disaster, the city rushed to Zhuozhou, Hebei Province and other places to help minimize the impact and losses caused by floods in the downstream.
The Municipal Water Affairs Bureau pointed out that in the post-disaster recovery and reconstruction, the overall planning of flood control in the river basin will be further strengthened. Based on the systematization of the river basin, we should negotiate and promote the overall management of cross-border rivers such as the Chaobai River, Yongding River, the North Canal, and the Juma River and the overall improvement of flood prevention capabilities, especially in the layout of backbone control projects such as Chenjiazhuang Reservoir (Group) and Zhangfang Reservoir (Group), flood defense standards, and flood control standards for the upstream and downstream embankments of rivers, promote the synchronous implementation of projects, and build an overall flood control engineering system in the river basin; Strengthen the sharing of rainwater information in the basin, the co-construction of numerical models and the construction of digital twins in the basin, and improve the overall level of flood control and dispatching in the basin.
