How to confirm that the goods comply with the technical regulations of the Eurasian Economic Union

The Eurasian Union Technical Regulations (TR CU EAEU) specify the minimum requirements that a product must meet in order to be considered safe for consumers.

Before selling goods in Russia and the Eurasian Union, the manufacturer or importer draws up documents confirming their safety. The certification procedure depends on the type of product. All the requirements and procedures for applying for certification are set out in the Technical Regulations of the Eurasian Union. I will tell you how businesses understand this system and do not violate any of the regulations.

What is the Eurasian Union Technical Regulations (TR EAEU)?

The Eurasian Mama Technical Regulations (TR CU EAEU) are documents that describe the requirements for products, goods, installations and equipment. If the product meets the regulatory requirements, it can be stored, transported and sold within the territory of the Eurasian Economic Union (EAEU), i.e. put into circulation.

The Eurasian Economic Union currently includes Russia, Armenia, Kazakhstan, Belarus and Kyrgyzstan. These countries used to have their own rules and standards, but after joining the alliance, they began to adopt common technical specifications. The Council of the Economic Commission for Eurasia is responsible for formulating these provisions. It is possible that Iran will join the Eurasian Economic Union by 2024, but I have not seen any official documents on this issue yet. At present, the Eurasian Economic Union and Iran have signed an agreement on the free zone.

For example, an entrepreneur wants to bring a batch of winter jackets from China to Russia. You can't simply bring these goods into Russia and start selling them: what if they are dangerous, like they cause allergies?

First, you have to find out which regulations these goods fall under and how to confirm compliance. There are quite a few technical regulations - the full list is available on rosstandart **. Requirements for the same product may be subject to multiple regulations at the same time. Dairy products, meat, firecrackers, toys, rides, automobiles, industrial equipment, perfumes, and cosmetics all have their own regulations.

EAC Declaration of Conformity

This is the simplest way to confirm: the manufacturer or importer has a written EAC declaration of conformity that the product complies with the requirements of the Technical Regulations of the Eurasian Union (TR CU EAEU). This CU-TR declaration is also known as the EAC Declaration of Conformity.

But an EAC declaration of conformity that has not been tested is not sufficient, and test evidence is still needed. In order to issue an EAC declaration of conformity, the product must be inspected in a laboratory accredited by the Eurasian Union and an inspection report must be obtained.

The general certification steps are planned as follows:

If you are an importer and not a manufacturer, you will need to bring test samples into Russia. Test samples must be declared through Russian customs.

Choose a lab to test. Laboratories must have accreditation credentials for testing such products.

Sign a testing contract with the laboratory.

Provide the laboratory with documentation about the product, the sample import declaration number, and the sample for testing.

Get a test report.

Check if the EAC Declaration of Conformity has been registered on the registration system.

Print the EAC Declaration of Conformity.

Signed by the head of the Eurasian Union applicant organization (importer or manufacturer). If the test customer is a sole proprietorship, the applicant must sign the EAC declaration.

Stamped with the seal of the organization or individual business (if any).

Customs clearance: Simply submit a scanned copy of the signed EAC Declaration of Conformity with a unique number to Customs.

Unified Registration System for Accreditation Testing Laboratories by Technical Regulations of the Eurasian Union (

EAC Declaration of Conformity Certification Program. There are six certification schemes: 1D, 2D, 3D, 3D, 4D, 5D, and 6D.

Scheme 1d: For the declaration of products for mass production based on the applicant's own evidence. This is the most lenient scheme to inspect the goods by documents without checking the samples.

Scenario 2D is similar to Scenario 1D, but is not suitable for mass production and is only suitable for specific batches or individual products.

3D solution: for mass production. But unlike the 1D, applicants can't limit themselves to their own test evidence – documentation alone is no longer sufficient. Applicants must perform testing on specific product samples at an accredited laboratory.

The 4D solution is the same as the 3D solution, but can be used for a batch of products or a single project.

The 5D and 6D plans are more rare and specific. I have never seen goods declared in this way.

Therefore, the 5D scheme is suitable for the following devices:

Case 6D: For large industrial companies with their own laboratories and certified quality management systems in accordance with ISO standards.

Applicants can choose their own application scheme, subject to the restrictions of technical regulations. For example, leather and fur clothing, hats, handkerchiefs, towels and scarves are not suitable for the simplest schemes 1D and 2D.

Certification of conformity

EAC Certification

The EAC Declaration of Conformity stipulates that the manufacturer or importer confirms conformity at their own discretion. EAC certification, on the other hand, is the responsibility of a dedicated organization – it is called a certification body. Typically, it is a testing limited liability company that is accredited and can issue authorized credential certificates.

The EAC certification procedure is as follows. First of all, in the European Community Register, you should choose a certification body that has an authorized product and meets the necessary technical requirements.

Then decide which product you want to certify: a series of products or a specific batch of products. In the case of bulk products, be prepared for the possibility that the certification body will check the production. This will be a problem if you are an importer and the producer is in another country.

Once the contract is signed with the certification body, the rest is left to the certification body: the laboratory is selected for testing and the conformity confirmation scheme is determined. There are nine such schemes, but I'll cover the first four – these are primarily for small and medium-sized businesses:

1c - products intended for mass production;

2c - products intended for mass production, if the manufacturer has implemented a certified management system;

3c - for a specific batch of products;

4c - Individual products, but testing must not cause damage to them.

If the test confirms that the product meets the requirements of the Technical Regulations, you will be issued with an EAC Certificate of Conformity with an individual number. For example, we import UV lamps from China for cosmetics and nail salons. The HS code is 85 16 79 700 0. This customs code is governed by two technical regulations:

Allow me to remind you that our Eurasian Union regulations do not allow EAC conformity, and EAC certificates of conformity must be adopted. Since the products will be imported in batches, the certification scheme for making a certificate of conformity for mass production is 1C.

We then select a suitable certification body from the registry and sign a contract with it. We understand how many lamps are needed for testing, and this information will be provided by the laboratory. We bring the samples into customs and declare them, then hand them over to the laboratory. If there is no problem with the test, we will issue an EAC Certificate of Conformity.

Confirmation of conformity

State Registration (SGR).

Some types of products have higher quality and safety requirements. This type of product does not require an EAC declaration of conformity or EAC certification, but does require a state registration, which is a more complex certification procedure.

There is also a list of goods that need to be registered, regardless of which technical regulation they belong to. For example,

Foodstuff. Products that come into contact with humans**, food, or medicines;

Hygiene products. Genetically modified products.

Products manufactured using nanotechnology.

The state registration is carried out by Rospotrebnadzor. The certification program is as follows.

Contract for testing with a laboratory designated by Rospotrebnadzor.

Submit a sample of the product to the laboratory.

Get a test report.
