The EAC Declaration of Conformity is registered by a certification and accreditation body with special authority. A prerequisite for the issuance of the EAC Declaration of Conformity of the Customs Union is the approval of the registration in the Unified Certification and Accreditation Register (RSRC), which collects all the data on the test reports, technical documents and manufacturers entered into the register.

The registration of the EAC Declaration of Conformity is addressed to the legal entity of any country of the Eurasian Economic Union. The applicant must be a manufacturer, a sales company or an organization that imports products from residents of the Eurasian Economic Union within the territory of the Eurasian Economic Union.
Foreign companies (outside the Eurasian Union) cannot be the applicant;Only a legal entity registered in the Union or an importing company that imports goods under a contract can be qualified to prepare an EAC Declaration of Conformity. Overseas manufacturers must appoint an authorized representative to act as the applicant for the EAC Declaration of Conformity.
The EAC Declaration of Conformity is registered on the basis of the submission of a certificate of quality and product safety. The main document that constitutes the proof of compliance with the Technical Regulations of the Economic Union is the product test report.
