Highlight the ban on straw burning and the control of scattered coal pollution, promote the construction of clean heating pilot city projects, and accelerate the upgrading or elimination of coal-fired boilers. The second is to consolidate and improve the water quality of the Songhua River. Carry out in-depth traceability and rectification of river outlets in the province, implement surveillance monitoring in full coverage, implement water environment ecological compensation measures, and encourage and urge all localities to strengthen water environment governance in river basins. The third is to ensure the safe use of soil. Carry out investigation and rectification of enterprises in the heavy metal industry such as cadmium in the soil of agricultural land, continue to promote the classified management of agricultural land, strictly manage the access of land plots, and carry out soil pollution investigation and risk assessment in accordance with the law.
