In order to strengthen the main responsibility of food safety and promote the implementation of the connection between the origin and market access with the edible agricultural product commitment compliance certificate, in accordance with the "Food Safety Law of the People's Republic of China", "Law of the People's Republic of China on the Quality and Safety of Agricultural Products" and the General Office of the Ministry of Agriculture and Rural Affairs and the General Office of the State Administration for Market Regulation "Notice on Strengthening the Convergence of the Relevant Provisions of the Newly Revised Law of the People's Republic of China on the Quality and Safety of Agricultural Products" and other relevant laws, regulations and work requirements, The relevant notice on the full implementation of the city's commitment to meet the standard certificate system is as follows:

1. The term "edible agricultural products" in this notice refers to primary edible agricultural products such as vegetables (including artificially planted edible fungi), fruits, fresh tea leaves, livestock and poultry, poultry eggs, and aquaculture aquatic products.

2. Edible agricultural product production enterprises and professional farmer cooperatives shall strictly implement the provisions of laws and regulations and relevant national mandatory standards for production, and ensure that the agricultural products they sell meet the quality and safety standards of agricultural products; According to the quality and safety control, test results, etc., a commitment certificate will be issued, and a commitment will not be used against prohibited pesticides, veterinary drugs and other compounds, and the conventional pesticides and veterinary drug residues used will not exceed the standard. Where laws and administrative regulations have special provisions on the quality and safety certification of livestock and poultry products, such provisions shall be complied with.

3. Units and individuals engaged in the purchase of edible agricultural products shall, in accordance with the regulations, inspect, collect and keep the certificate of compliance with the commitment or other quality and safety certificates. If the edible agricultural products purchased by it are mixed or sold separately, a certificate of compliance shall be issued in accordance with the provisions and a record of the issuance shall be made truthfully. Certificates and records shall be kept for at least two years.

4. Edible agricultural products sold by agricultural product production enterprises, professional farmer cooperatives, units and individuals engaged in the purchase of agricultural products shall be packaged or marked with a certificate of compliance with the commitment in accordance with the regulations, and shall be packaged or labeled before they can be sold.

5. Encourage and support farmers to issue certificates of compliance when selling edible agricultural products. Farmers who do not meet the conditions for issuance can apply for testing and issue a certificate of compliance with the agricultural product quality and safety supervision agency in the town or street where they are located.

6. From January 1, 2024, the qualification certificates issued by all production and operation entities in the city will be implemented in accordance with the new format. The use of information technology to issue a certificate displayed in the style of ***, must be marked above or below or around the "commitment certificate" or the specification abbreviation of the "commitment certificate" words, after scanning the code must first display the content of the commitment certificate.

7. Standardizing the issuance of the use of the commitment certificate is a precondition for the production and operation of agricultural products to participate in exhibitions and sales, product promotion activities, and application for policy and project support.

8. Agricultural product production enterprises, farmers' cooperatives, and units or individuals engaged in the purchase of agricultural products fail to issue certificates of compliance with commitments in accordance with regulations; Units or individuals engaged in the purchase of agricultural products fail to collect and keep certificates of compliance or other certificates of compliance in accordance with regulations. The competent departments of agriculture and rural affairs of the local people's governments at or above the county level shall give criticism and education in accordance with their duties, and order corrections within a time limit; If the correction is not made within the time limit, it shall be punished in accordance with the Law of the People's Republic of China on the Quality and Safety of Agricultural Products.

9. The proprietor of the centralized trading market for edible agricultural products shall establish and improve the inspection system for the certificate of compliance with the commitment, and inspect and retain the purchase voucher and the certificate of compliance with the commitment and other product quality certificates. For those who cannot provide purchase certificates, they are prohibited from entering the market, and edible agricultural products that cannot provide product quality certificates such as commitment compliance certificates must be sampled or quickly tested, and only those with qualified test results can enter the market for sale. Failure to inspect the certificate of compliance or purchase voucher of edible agricultural products entering the market shall be punished in accordance with the Measures for the Supervision and Administration of the Quality and Safety of Edible Agricultural Products Market.

10. Sellers of edible agricultural products, food production and processing units, catering service units and canteens of centralized dining units shall fully perform the main responsibility of food safety in accordance with laws and regulations, strengthen the purchase inspection of purchased edible agricultural products, and encourage the priority use of edible agricultural products with a certificate of commitment to meet the standards. Encourage sellers of edible agricultural products to take the initiative to display the certificate of compliance with the commitment in a conspicuous position in the booth (counter).

Ten. 1. The city's major colleges and universities, primary and secondary schools, and kindergartens should strengthen the purchase inspection of edible agricultural products purchased in internal restaurants and canteens, and encourage priority procurement of edible agricultural products with a certificate of commitment to meet the standards to ensure the safety of campus catering.
