A few days ago, the Executive Committee of the Yangtze River Delta Integration Demonstration Zone, together with the people of Qingpu District, Wujiang District and Jiashan County, jointly issued the "Guidelines for the Planning and Construction of the Pilot Start Area of the Yangtze River Delta Ecological Green Integrated Development Demonstration Zone (Land Use, Public Services, Safety and Resilience) (Trial)" (hereinafter referred to as the second phase of the Guidelines), which is applicable to the pilot start-up area (660 square kilometers), and the overall scope of the demonstration area (2413 square kilometers) can be referred to and implemented.
The second phase of the guidelines follows the basic principles of "cross-domain collaboration, ecological green, quality demonstration, and resilience and safety", and clarifies three aspects: composite and compatible land use, high-quality shared public services, and safe and resilient municipal public facilities.
On September 26, 2021, the Guidelines for the Planning and Construction of the Pilot Start-up Zone of the Yangtze River Delta Ecological and Green Integrated Development Demonstration Zone (Ecological Environment, Urban Design, Comprehensive Transportation) (Trial) (hereinafter referred to as the first phase of the Guidelines) were issued and implemented, and the first phase of the Guidelines has effectively improved the construction quality of land and space development in the demonstration zone for more than two years.
The first phase of the guidelines is to solve the problems of functional mismatch, spatial incoordination, and imprecise management caused by the uncoordinated and ununified standards of Qingdao, Jiawu and Wuzhou. The second phase of the guidelines focuses on cross-domain integration, higher standards, urban-rural co-ordination and flexible adaptation.
According to the second phase of the guidelines, firstly, in terms of composite and compatible land use, in accordance with the requirements of the whole area of land spatial planning, a three-level land use classification system in the pilot start-up area of the demonstration zone is constructed, and from the three dimensions of land use classification, land composite use, intensity zoning and floor area ratio, the urban and rural construction land and non-construction land are coordinated, the arrangement of human activities and the needs of natural resource management are coordinated, and a unified land use classification standard with high adaptability is proposed.
At the same time, it focuses on the needs of land conservation and intensive utilization and the development of new industries and new business forms, encourages the composite use of land with the compatibility of single land use properties and the mixed nature of multiple land uses, and carries out land use intensity control through intensity zoning and floor area ratio, so as to realize the control of the whole area according to the actual functional use, zoning, stratification and classification, promote the functional composite compatibility of urban and rural construction land, and form an intensive, compact and efficient land space protection and utilization pattern.
Land compatibility and mixed land use is one of the foundations and prerequisites for highly concentrated resources and efficient allocation of resources, which has been proven in the practice of global urbanization, and is also the direction of low-cost, intensive and high-efficiency urban development in the future. Zong Chuanhong, director of the Regional Development Research Office of the Institute of Urban and Population Development of the Shanghai Academy of Social Sciences and secretary-general of the Yangtze River Delta and Yangtze River Economic Belt Research Center, told Yicai.
Zong Chuanhong said that from "land space" to "resource elements" to "functional development", this process is constantly iterative and gradient rising, and the overall planning of land space has built a good platform for the integrated mixing and efficient use of land, and eliminated obstacles. In the future, it is necessary to grasp the characteristics of the stage and continuously create "high versions" through high-quality iterations.
Secondly, in terms of high-quality and shared public services, the second phase of the guidelines proposes to break the boundaries between administrative regions under the guidance of cross-regional overall planning, and consider the co-construction and sharing of public service elements within cities, towns and villages. According to the 15-minute walking distance, the eight modules of social security and public management will establish a supporting system of public service facilities that integrates urban and rural areas, has complete supporting facilities, has perfect functions, has reasonable layout and is convenient to use, and improves the cross-domain co-construction and sharing mechanism, so that urban and rural residents can enjoy equal and complete public services.
Thirdly, in terms of safe and resilient municipal public facilities, the second phase of the guidelines states that in accordance with the overall requirements of "peacetime and emergency dual-use", it is proposed to build a safe, resilient and resilient urban spatial pattern from the four aspects of municipal utility system, safety resilience, facility resilience and management resilience, strengthen the role of the community as the forefront of improving the city's overall disaster prevention and resilience capabilities, and reasonably reserve emergency spaces and venues such as emergency shelters.
At present, high-quality life has increasingly become an important support for high-quality development. The fair and efficient public services enjoyed by urban and rural residents in the demonstration zone are not only a guarantee of their own high-quality life, but also a reflection of the integrated form of sharing, commonality and win-win for urban and rural residents in the demonstration area. At the same time, improving the cross-regional development level of the demonstration zone with high-quality life first, in essence, breaks the paradigm of economy first in traditional regional development, and is the embodiment of Chinese-style regional modernization. Zong Chuanhong said that based on the development foundation of the previous stage, in the future, some standards in the demonstration area can be further improved, for example, some content needs to be developed and continuously optimized in practice, including the implementation of "15-minute walking distance" to build the spatial form of the area and the village.
