Facility agriculture is an important channel to improve agricultural efficiency and increase farmers' income, and it is also an important symbol of agricultural modernization.
In 2022, the first document proposed to "accelerate the development of facility agriculture", and in 2023, the first document again emphasized the "development of modern facility agriculture". In June 2023, as the first modern facility agriculture construction plan issued in China, the "National Modern Facility Agriculture Construction Plan (2023-2030)" was issued, which is of great significance for promoting agricultural modernization.
Recently, the Provincial Department of Agriculture and Rural Affairs, the Provincial Development and Reform Commission, the Provincial Department of Finance, and the Provincial Department of Natural Resources issued the "Three-Year Action Plan for the Modernization of Facility Agriculture in Yunnan Province (2023-2025)" (hereinafter referred to as the "Plan"). The plan is clear that Yunnan Province will promote the construction of facility agriculture in the province through the development of green and efficient modern facility planting, the development of efficient and intensive modern facility animal husbandry, the development of ecological and healthy modern facility fishery, and the development of modern logistics facilities based on storage and drying.
Based on the current status and foundation of the development of facility agriculture in the province, the plan focuses on the "1+10+3" key industries of modern agriculture with plateau characteristics, and clarifies the development goals
By 2025, the scale of modern facility agriculture in the province will be further expanded, the regional layout will be more reasonable, the labor productivity, land output rate and resource utilization rate of facility agriculture will be greatly improved, the development quality, efficiency and competitiveness will continue to increase, and the income of farmers engaged in facility agriculture production will continue to grow.
For example, the yield of vegetables, flowers, and small berries has increased significantly. The large-scale rate of animal husbandry has been further improved, the conditions of scientific and technological equipment have been significantly improved, and the contribution rate of scientific and technological progress in facility agriculture has reached more than 62%.
By 2030, facility agriculture will be comprehensively upgraded, grain, vegetables and other important agricultural products will be more effectively guaranteed, and the production efficiency, output quality and income increase role of farmers will be significantly improved, basically meeting the people's diversified and high-quality food consumption needs.
Focusing on the modernization of facility agriculture, the "Plan" focuses on five aspects to make arrangements:
First, the development of green and efficient modern facilities planting industry
Construction of a modern facility seedling (seedling) center.
Support the construction of sprinkler and drip irrigation facilities for water and fertilizer integration of crops planted in open fields.
Support the construction of standardized greenhouses and integrated sprinkler and drip irrigation facilities for water and fertilizer.
2. Develop high-efficiency and intensive modern facility animal husbandry
Accelerate the transformation and upgrading of large-scale farms.
Explore and promote the construction of three-dimensional facilities for pig and poultry breeding.
Speed up the construction of intensive breeding facilities for beef and sheep.
Build a smart dairy farm.
Third, the development of ecological health and modern facilities for fishery
Promote the standardization of ponds.
Promote the construction of factory breeding facilities.
Promote ecological treatment.
Fourth, the development of warehousing, preservation and drying of modern logistics facilities
Construction and upgrading of cold chain logistics facilities for processing, warehousing and preservation in the production area.
Construct green drying facilities to improve grain loss.
Fifth, create a benchmark demonstration of development
Vigorously develop facility agriculture in the Jiuhu Basin.
We will make every effort to expand the development space of facility agriculture.
Continue to improve the integrated application of technology.
With the goal of stabilizing production and ensuring supply and meeting the diversified consumption needs of the market, the core of improving the utilization rate of agricultural resources and the input-output rate of factors, and the key to strengthening the upgrading of technology and equipment and the support of modern science and technology, Yunnan Province has vigorously promoted the construction of facility agriculture, led the overall improvement of the construction level of facility agriculture, boosted the transformation of agriculture from "facility" to "digital", and created a new path of digital empowerment in the modernization of agriculture and rural areas.
