According to reports, in order to effectively curb all kinds of financial revenue fraud, the "implementation plan" makes it clear that in the future, where there is a problem of false collection and idling, arbitrary collection and arbitrary punishment and apportionment, or the income items that should be used as shared income to the treasury are transferred into the treasury or other non-shared income accounts are put into the warehouse, as well as to avoid provincial sharing by means of revenue and expenditure, after audit supervision and financial supervision and verification, in addition to the rectification of cities and counties according to regulations, the provincial level will also be punished according to 30% of the amount involved. In order to prevent all kinds of illegal tax refunds in the process of attracting investment, promote fair competition in the market, and promote the construction of a unified market, the "Implementation Plan" clarifies that, unless otherwise stipulated by the state, cities and counties shall gradually cancel the policy of full retention or incremental return of fiscal revenue to various functional areas such as development zones, new urban areas, scenic spots and other functional areas under their jurisdiction, as well as specific industries and enterprises, and adopt standardized transfer payment arrangements that need to be supported. Gradually clean up the subsidy or refund policies that improperly interfere in the market and are linked to tax revenues, and those that have been introduced and do not have an enforcement period shall be determined after examination and approval in accordance with the prescribed procedures, and the implementation shall be stopped after the expiration of the enforcement period.
It is understood that this reform is also a provincial-level reform of "taking the initiative to pay money" and "taking the initiative to pay", which will appropriately strengthen the provincial-level financial powers such as education, scientific research, food security, and basic medical insurance for urban and rural residents, increase provincial-level expenditure responsibilities, and reduce the financial burden on the grassroots. In terms of salary guarantee for compulsory education teachers, starting from this year, if the state uniformly promulgates a policy of adjusting the basic salary of staff of organs and institutions, the provincial level will provide full subsidies for the expenses required to adjust the salaries of compulsory education teachers within the establishment of cities and counties; For compulsory education teachers in the city and county establishment, the normal annual salary scale increase will be subsidized at the provincial level at 30% (including 40% in the counties where the western policy is extended).
