In order to do a good job in the prevention and response to this disaster weather, the Office of the Provincial Disaster Reduction Committee requires the disaster reduction offices in all parts of the province to attach great importance to it, and strengthen the arrangement and deployment and supervise the implementation in accordance with the requirements of "ensuring safety, ensuring smooth flow, ensuring power supply, ensuring people's livelihood and ensuring stability".
The first is to tighten the responsibility of compaction. All localities, departments, and units must firmly establish the concept of "two supremacy" and be highly vigilant against the adverse effects of the current round of weather on Spring Festival transportation, urban operation, electric power and communication facilities, agricultural and animal husbandry facilities, and agricultural production. It is necessary to strengthen organizational leadership, and in accordance with the principles of territorial management and departmental coordination, consolidate the responsibility for prevention and response at all levels.
The second is to strengthen consultation, research and judgment. It is necessary to pay close attention to weather changes, implement rolling forecasts and early warnings, and call point-to-point reminders. Crypto and meteorology, housing and construction, transportation, energy, agriculture, electric power and other departments to accurately analyze the situation, scientifically study and judge risks, and if necessary, start emergency response in a timely manner according to regulations. It is necessary to strengthen the key scheduling of snowfall areas such as Shennongjia and Xiangyang, dynamically track and grasp the situation in real time, and scientifically guide prevention according to local conditions. Make full use of radio, television, newspapers, the Internet and other channels to timely release early warning information and common sense of disaster prevention and avoidance, organize the public to prepare for disaster prevention and avoidance as soon as possible, and enhance the public's ability to help themselves and each other.
The third is to highlight key prevention. It is necessary to do a good job in the anti-freezing and thermal insulation of production equipment, facilities and pipelines in the hazardous chemicals industry. Focus on the safety management of heating, fire, electricity, gas and coal in winter, deeply learn the lessons of recent typical fire accidents, and strengthen the fire safety investigation and rectification of shopping malls, supermarkets, railways, airports, hospitals and hotels. Continue to carry out one-to-one "knock on the door" to resolutely prevent carbon monoxide poisoning incidents. In the central freezing rain area, it is necessary to strengthen the emergency measures for ice melting and de-icing of power lines to ensure the safe operation of the power grid. It is necessary to closely inspect and maintain to ensure the safety of urban gas supply, water supply, and heating, and do a good job in communication support under extreme snowstorms.
Fourth, we will strive to ensure traffic safety. Strengthen the safety management of long and steep downhills, water and cliffs, dense rain and fog, mountain roads and construction sections, and organize snow and ice removal in a timely manner. It is necessary to strengthen round-the-clock patrol and control of key road sections such as highways, main traffic roads, bridges and tunnels, and strictly implement the requirements of traffic restrictions, flow restrictions and temporary shutdowns in key parts. Supervise and urge road transport enterprises to implement vehicle anti-skid measures, strengthen snow and ice removal operations at traffic stations, arrange and adjust transportation capacity in a timely manner, implement various passenger services in detail, prevent large-scale vehicle congestion, large-scale detention of passengers, etc., and make every effort to ensure traffic safety.
Fifth, we need to strengthen disaster relief and assistance. All localities should dynamically grasp the impact of low temperature, rain, snow and freezing on the production and life of the masses, improve the emergency procurement and emergency allocation mechanism of disaster relief materials, and earnestly do a good job in the winter and spring relief work of the disaster-stricken people in the province. In the event of a major disaster, the local leaders and the responsible persons of the relevant departments should rush to the place where the incident occurred as soon as possible to coordinate and direct the emergency response and disaster relief work.
Sixth, strengthen emergency duty. All localities should strictly implement the system of 24-hour on-duty duty and leadership leading shifts, promptly report information, and keep communication and contact unimpeded at all times. All types of rescue teams at all levels are always on standby, responding in a timely manner, dispatching at any time, and providing scientific rescue, so as to ensure the safety of people's lives and property to the greatest extent.
