Vigorously developing future industries is a strategic choice to lead scientific and technological progress, promote industrial upgrading, and cultivate new quality productivity. In order to implement the spirit of the 20th National Congress of the Communist Party of China and the "Outline of the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Long-Range Objectives Through the Year 2035", grasp the opportunity of a new round of scientific and technological revolution and industrial transformation, accelerate the development of future industries around the main battlefield of the manufacturing industry, and support the promotion of new industrialization, the following opinions are hereby put forward.

1. Guiding ideology.

Guided by the thought of socialism with Chinese characteristics in the new era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China, completely, accurately and comprehensively implement the new development concept, accelerate the construction of a new development pattern, coordinate development and security, take the high-end upgrading of traditional industries and the industrialization of cutting-edge technologies as the main line, take innovation as the driving force, take enterprises as the main body, take the scene as the traction, take iconic products as the starting point, follow the laws of scientific and technological innovation and industrial development, strengthen forward-looking planning and policy guidance, and actively cultivate future industries. Accelerate the formation of new quality productive forces and provide strong support for the construction of a strong country.

II. Basic Principles.

Forward-looking deployment and echelon cultivation. In line with the trend of a new round of scientific and technological revolution and industrial transformation, we will face the major needs of the country and the strategic areas to be contested, systematically plan and advance the layout. Grasp the law of future industrial development, cultivate in stages, and dynamically adjust.

Innovation-driven, application-driven. Leading the development of future industries with cutting-edge technological breakthroughs, and strengthening original and disruptive technological innovation. Take the scene as the traction, connect R&D and application, and accelerate the industrialization process.

Ecological synergy and systematic advancement. Gather resources such as government, industry, academia, research and application, integrate capital, talents, technology, data and other elements, and create an industrial ecology with deep integration of innovation chain, industrial chain, capital chain and talent chain.

Open, cooperative, safe and orderly. Actively participate in the global future industry division of labor and cooperation, and deeply integrate into the global innovation network. Coordinate technological innovation and ethical governance, and create an inclusive, prudent, safe and sustainable development environment.

3. Development goals.

By 2025, the future industrial technology innovation, industrial cultivation, and safety governance will be comprehensively developed, some fields will reach the international advanced level, and the industrial scale will be steadily improved. Build a number of future industry incubators and pilot areas, break through 100 cutting-edge key core technologies, form 100 landmark products, build 100 leading enterprises, develop 100 typical application scenarios, formulate 100 key standards, cultivate 100 professional service institutions, and initially form a future industrial development model in line with China's reality.

By 2027, the comprehensive strength of the future industry will be significantly improved, and some fields will achieve global leadership. Major breakthroughs have been made in key core technologies, a number of new technologies, new products, new formats and new models have been widely applied, large-scale development of key industries has been achieved, a number of eco-leading leading enterprises have been cultivated, and a development pattern of synergy and linkage between future industries and advantageous industries, emerging industries and traditional industries has been built, forming a long-term mechanism for sustainable development, and becoming an important source of future industries in the world.

Fourth, key tasks.

1) Comprehensive layout of future industries.

1.Strengthen forward-looking planning and deployment. Grasp the global trend of scientific and technological innovation and industrial development, and focus on promoting the development of industries in six directions: future manufacturing, future information, future materials, future energy, future space and future health. Build a future industry lookout station, and use artificial intelligence, advanced computing and other technologies to accurately identify and cultivate high-potential future industries. Give full play to the advantages of the new first-class system, guide the local government to combine the industrial base and resource endowment, and rationally plan, accurately cultivate and dislocate the development of future industries. Give full play to the role of cutting-edge technology incrementalizers, aim at high-end, intelligent and green directions, accelerate the transformation and upgrading of traditional industries, and provide new impetus for the construction of a modern industrial system.

Develop intelligent manufacturing, biomanufacturing, nano manufacturing, laser manufacturing, and circular manufacturing, break through key core technologies such as intelligent control, intelligent sensing, and simulation, promote flexible manufacturing, shared manufacturing and other models, and promote the development of industrial Internet and industrial metaverse.

Energy of the Future. Research and development of new crystalline silicon solar cells, thin-film solar cells and other high-efficiency solar cells and related electronic special equipment, accelerate the development of new energy storage, and promote the integration and upgrading of the energy electronics industry.

Future space. Focusing on the fields of aerospace, deep sea, and deep earth, we will develop high-end equipment such as manned spaceflight, lunar and fire exploration, satellite navigation, unmanned systems, and advanced and efficient aircraft, accelerate the development and innovative application of deep-sea submersibles, deep-sea operation equipment, deep-sea search and rescue detection equipment, and deep-sea intelligent unmanned platforms, and promote the development of equipment in the fields of deep-earth resource exploration and mining, urban underground space development and utilization, and polar exploration and operation.

The future is healthy. Accelerate the industrialization of cutting-edge technologies such as cell and gene technology, synthetic biology, and biological breeding, promote 5G and 6G, metaverse, artificial intelligence and other technologies to empower new medical services, and develop high-end medical equipment and health products that integrate advanced technologies such as digital twins and brain-computer interaction.

Publish a catalogue for the application and promotion of cutting-edge technologies, build an "online release hall" for future industrial achievements, build a product trading platform, hold an achievement docking exhibition, and promote the precise docking of supply and demand. Construct a new model of scientific and technological services and technology market, select professional institutions for the evaluation and transfer of scientific and technological achievements, and develop application scenarios and business models. Implement the first (set) of major technical equipment and the first batch of material incentive policies, and accelerate the application and promotion of new technologies and new products.

3) Create iconic products.

4.Breakthrough in the next generation of intelligent terminals. Develop industrial terminal products that adapt to the trend of general intelligence, support the improvement of quality and efficiency of industrial production, and empower new industrialization. The development of large-scale, wide-ranging, intelligent, convenient, and immersive consumer-level terminals to meet the new needs of digital life, digital culture, public services, etc. Build an intelligent medical and health terminal suitable for the elderly to improve the quality of life and health of the people. 5.Optimize information service products. Develop a next-generation operating system and build a secure and reliable digital foundation. Promote open source technology, build an open source community, and build an open source ecosystem. Explore blockchain as the core technology and data as the key element to build the next generation of Internet innovative applications and digital ecology. Accelerate the research and development of software products for the new generation of mobile information networks and brain-like intelligence, encourage the demonstration and application of new products, and stimulate the potential of information services.

6.Strengthen future high-end equipment. Facing the major strategic needs of the country and the needs of the people for a better life, we will accelerate the implementation of major technical equipment research projects, break through high-end equipment products such as humanoid robots, quantum computers, ultra-high-speed trains, next-generation large aircraft, green intelligent ships, and unmanned boats, and drive the industrialization of new technologies with the whole machine, so as to build a world-leading high-end equipment system. In-depth implementation of the industrial base reengineering project, make up for the shortcomings of basic components, basic components, basic materials, basic processes and basic software, and consolidate the foundation for future industrial development.

Humanoid robots. Breakthroughs in core technologies such as high torque density servo motors, high dynamic motion planning and control, bionic perception and cognition, intelligent dexterous hands, and electronic technology of robots, and focus on promoting the development and application of products in the fields of intelligent manufacturing, home services, and special environmental operations.

Quantum computers. Strengthen the research and development of fault-tolerant general quantum computing technology, improve the performance of physical hardware indicators and algorithm error correction, promote the collaborative arrangement of quantum software and quantum cloud platforms, give full play to the advantages of quantum computing, and explore the penetration of vertical industry applications.

A new type of display. Accelerate the research of quantum dot display, holographic display, etc., break through micro-LED, laser, printing and other display technologies and achieve large-scale application, realize barrier-free, fully flexible, 3D stereoscopic and other display effects, and accelerate the promotion in scenarios such as intelligent terminals, intelligent networked vehicles, remote connections, and cultural content presentation.

Brain-computer interfaces. Breakthroughs have been made in key technologies and core devices such as brain-computer fusion, brain-like chips, and brain computational neural models, and a number of easy-to-use and safe brain-computer interface products have been developed, and applications in typical fields such as medical treatment, unmanned driving, and virtual reality have been encouraged.

6G network equipment. Carry out research on advanced wireless communication, new network architecture, cross-domain integration, air-space-ground integration, network and data security, develop conceptual prototypes of key wireless technologies, and form characteristic applications represented by holographic communication and digital twins.

A new type of ultra-large-scale intelligent computing center. Accelerate breakthroughs in technologies such as GPU chips, cluster low-latency interconnection networks, and heterogeneous resource management, and build ultra-large-scale intelligent computing centers to meet the needs of iterative training and application inference of large models.

The third generation of the Internet. Promote the pilot application of the third-generation Internet in data exchanges, explore the use of blockchain technology to open up the data of various main platforms in key industries and fields, study the third-generation Internet digital identity authentication system, establish data governance and transaction circulation mechanisms, and form typical cases that can be replicated and promoted.

High-end cultural tourism equipment. Research and development of special and supporting software to support the creation of culture and entertainment, promote the development of advanced equipment for performing arts and amusement, high-end equipment for water, land and air tourism, immersive experience facilities, smart tourism systems and detection and monitoring platforms, and develop intelligent, high-end, and complete sets of cultural and tourism equipment.

Advanced and efficient aviation equipment. Focusing on the development of the next generation of large aircraft, breakthroughs have been made in core technologies such as new layout, intelligent driving, interconnected avionics, multi-electric systems, and open-rotor hybrid engines. Promote the research of advanced concepts such as supersonic speed, ultra-efficient subsonic speed, and new energy passenger aircraft. Focusing on the future needs of smart air mobility, we will accelerate the development and application of electric vertical take-off and landing aircraft, intelligent and efficient aviation logistics equipment, etc.

Deep resource exploration and development equipment. Focusing on the needs of deep operations, a series of key technologies will be promoted by high-end resource exploration and development equipment such as ultra-deep intelligent drilling rig engineering prototypes, deep-sea oil and gas underwater production systems, and deep-sea polymetallic nodule mining vehicles.

4) Strengthen the main body of the industry.

Guide leading enterprises to plan a new track in a forward-looking manner, and cultivate new entities in future industries through internal entrepreneurship and investment incubation. 8.Create a characteristic industrial chain. Relying on leading enterprises to cultivate the future industrial chain and build an advanced technology system. Encourage qualified areas to take the lead in experimentation, combined with national independent innovation demonstration zones, national high-tech industrial development zones, new industrialization industry demonstration bases, etc., to create future industry pilot areas, and promote the development of industrial agglomeration. Innovate the management mechanism, build a digital first-chain industrial chain, promote the convergence of innovation resources, and accelerate the efficient circulation of production factors such as data and knowledge.

9.Build an industrial ecosystem. 11.Create cross-border integration scenarios. Relying on major activities, we will realize the cross-field and comprehensive pilot application of cutting-edge technologies and products, and create a demonstration benchmark. Relying on major projects and project scenarios such as manned spaceflight and deep-sea and deep-earth spaceflight, we will accelerate the innovative application of achievements in the future space direction and serve the national strategic needs. Relying on the construction of urban agglomerations and metropolitan areas, we will create a green and intensive industry-city integration scene. 12.Build iconic scenes. Regularly select and publish a list of typical application scenarios and recommended catalogs, and establish a library of excellent cases and solutions. Guide local governments to develop characteristic benchmark demonstration scenarios, organize high-level supply and demand docking activities based on scenarios, and accelerate the promotion of new technologies and new products. Encourage enterprises to carry out innovative R&D for application scenarios, support universities and research institutes to build early test scenarios for original and disruptive technologies, and lead future technological iteration and breakthroughs.

6) Optimize the industrial support system.

13.Strengthen standard guidance and patent escort. Combined with the needs of future industrial development, we will make overall plans for the development of future industrial standardization and accelerate the development of key standards. Carry out publicity and training for key standards in a timely manner, guide enterprises to meet standards, and accelerate the application and promotion of future industrial standards. Promote the coordinated development of standards, patents and technologies, and guide enterprises to integrate independent intellectual property rights with technical standards. Improve the construction and reserve mechanism of independent intellectual property rights in key areas, deepen the cooperation between international and domestic intellectual property organizations, and build a system for the selection, evaluation and promotion of high-quality patents in future industries.

Forward-looking layout standard research. Focusing on key areas such as the metaverse, brain-computer interfaces, and quantum information, we will formulate a standardization roadmap, develop standards such as basic general, key technologies, test methods, key products, typical applications, and safety ethics, and promote the formulation of relevant standards in a timely manner.

Promote the pilot application of standards. Organize relevant industry associations, standardization professional institutions and technical organizations to carry out publicity and training of future industrial standards around the development needs of enterprises, and introduce advanced technologies, advanced concepts and advanced methods into enterprise R&D, production, management and other links in the form of standards.

Deepen international cooperation on standards. Support domestic enterprises and institutions to deeply participate in international standardization activities such as the International Telecommunication Union (ITU), the International Organization for Standardization (ISO), and the International Electrotechnical Commission (IEC), organize upstream and downstream enterprises in the industrial chain to jointly promote the development of international standards, and explore the establishment of international standardization alliances.

14.Simultaneous construction of pilot test capabilities. According to the needs of the industry, we will build a number of pilot and application verification platforms, improve the supply capacity of precision measuring instruments, high-end test equipment, design software, etc., provide a trial environment for the verification of key technologies, and accelerate the transformation of new technologies into real productivity. Build a number of pilot public service institutions to improve the level of pilot services such as engineering development, technology maturation, sample trial production, and testing and verification.

15.Build a team of professional talents. Vigorously cultivate future industry leading entrepreneurs and scientists, and optimize the innovation and entrepreneurship environment that encourages originality and tolerates failure. Stimulate the innovation vitality of scientific researchers, build a number of future technology colleges, and explore the training mode of compound innovative talents. Strengthen the joint training of schools and enterprises, expand overseas talent introduction channels, and increase the introduction of high-level talents in short supply in frontier fields.

16.Strengthening new infrastructure. We will further promote the construction of 5G, computing infrastructure, industrial Internet, Internet of Things, Internet of Vehicles, gigabit optical network, etc., and make forward-looking layout of research on key technologies such as 6G, satellite Internet, and direct connection of mobile phones to satellites, and build a new digital infrastructure that is high-speed, ubiquitous, integrated, interconnected, intelligent, green, safe and efficient. Guide major scientific and technological infrastructure to serve future industries, deepen the sharing of facilities, equipment and data, and accelerate the transformation and application of cutting-edge technologies. Promote the integration and empowerment of a new generation of information technology to traditional infrastructure such as transportation, energy, and water conservancy, develop the digital economy of highways, and accelerate the digital transformation of infrastructure.

5. Safeguard measures.

1) Strengthen overall planning and coordination. Under the leadership of the Science and Technology Committee, in accordance with the requirements of the National Leading Group for the Construction of a Manufacturing Power, a working pattern of inter-ministerial coordination and central-local cooperation has been formed. Guided by the implementation opinions, special policy documents will be formulated around professional fields such as brain-computer interface and quantum information to form a complete future industrial policy system. Give full play to the role of industry associations and other social organizations, promote advanced typical cases, and create a good atmosphere for promoting future industrial development.

2) Increase financial support. Promote the transformation and upgrading of the manufacturing industry, the development of small and medium-sized enterprises in the country, etc., increase investment, implement the "financial integration of science and technology industry" project, and drive more capital to invest in early investment and small investment in hard technology. Improve financial and tax support policies, encourage policy banks and financial institutions to increase investment, guide local governments to set up special funds for future industries, explore the establishment of special funds for risk compensation, optimize risk provision funds and other compensation measures.

3) Strengthen security governance. Adhere to the concept of inclusive and prudent governance, explore a cross-departmental joint governance model, and build a future industrial governance pattern with multi-party participation and effective coordination. Strengthen research on ethical norms, scientifically delineate "red lines" and "bottom lines", and build an integrated mechanism for identification, assessment, defense, and governance. 4) Deepen international cooperation. Relying on the "Belt and Road" and other mechanisms, domestic enterprises and research institutions are encouraged to go out and deeply participate in the global future industrial division of labor. Encourage multinational companies and foreign scientific research institutions to build cutting-edge technology research and development centers in China, and promote domestic and foreign enterprises to jointly carry out technology research and development and industrial application.
