Editor's note.

The year 2024 marks the 75th anniversary of the founding of the People's Republic of China and is a crucial year for achieving the goals and tasks of the 14th Five-Year Plan. At present, all parts of the country are in accordance with the overall requirements, main objectives and key tasks of economic work determined by the first economic work conference, deeply understand the scientific judgment of the economic situation, effectively enhance the sense of responsibility and mission of doing a good job in economic work, seize all favorable opportunities, take advantage of all favorable conditions, and "do it as soon as you see it". The people's first plan to launch a series of reports on "Hurry up when you see it" to witness and record the vivid scenes of China's efforts to promote Chinese-style modernization.

The cumulative gas production exceeded 7 billion cubic meters and the oil production exceeded 700,000 tons. On February 1, China's first self-operated exploration and development of 1,500-meter deep-water gas field "Shenhai No. 1" handed over a new "report card". Since it was put into operation in 2021, the "Shenhai No. 1" located in the Lingshui Sea area of Hainan Province, China, has continued to produce high and stable production, and has become a vivid footnote to rely on the advantages of the deep sea, expand the deep-sea article, and accelerate the development of deep-sea oil and gas resources.

The ocean is a strategic place for high-quality development. At the moment of accelerating the construction of a maritime power, the "blue economy" relying on marine resources has increasingly become a new engine for China's economic growth.

Coastal provinces are firmly grasping the characteristics of "seaward oriented" resources, making strong plans to the sea, and opening up a new path for the whole country to develop seaward and form a regional economic layout with complementary advantages and high-quality development.

Grasp the advantages of "sea": traditional industries "new" development

One, two, three, go! "At 7 o'clock in the morning, the large yellow croaker breeding base in the sea area of Sandu Baiji Bay, Jiaocheng District, Ningde City, Fujian Province is in full swing, and Song Xiangguo, the person in charge of the breeding base, and the workers will salvage the harvested large yellow croaker on the scale.

The fish will be packed and shipped to all parts of the country on the same day. Song Xiangguo said with a smile, the breeding base to enable the "deep-water aquaculture mode", to achieve quality and yield of both improvement, a total of 84 new cages, only a few days of the Chinese New Year can sell thousands of tons of fish.

Eat the sea by the sea and sing the pastoral song of the sea. From seeking "one domain" to cultivating the "whole chain", fishery aquaculture is developing "to the new": "from near-shore shallow sea aquaculture to deep-sea offshore aquaculture, from traditional artificial aquaculture to automated intelligent aquaculture" The era has quietly arrived.

On February 4, with the rising sun, in the Yellow Sea 120 nautical miles offshore from the West Coast New Area of Qingdao City, Shandong Province, the cage of the world's first fully submersible deep-sea fishery aquaculture equipment, "Deep Blue No. 1", once again dived into the cold water mass of the Yellow Sea below 57 meters above sea level.

Yang Li, the leader of the breeding team of "Shenlan No. 1", and Wu Haijun, the breeding operator, monitored the feeding situation of fish fry and the operation of automation equipment in real time through the underwater intelligent monitoring system and sonar system.

This is currently the only national deep-sea green aquaculture pilot area, and the bottom sea temperature is kept below 12 all year round, which is an excellent place for cold-water fish to grow. Hao Lin, deputy general manager of Shandong Ocean Group's deep-sea green aquaculture, introduced that "Deep Blue No. 1" has completed three large-scale fish harvests, realizing a breakthrough in the world's low-latitude deep-sea aquaculture salmon and domestic seawater salmon farming, which can be sent to the whole country within 36 hours and put on the people's table.

The Nordic (China) Salmon RAS Land-based Aquaculture Farm in Xiangshan County, Zhejiang Province is the largest land-based Atlantic salmon recirculating aquaculture plant in Asia, and the first phase of the project is about to be completed, with an annual production capacity of 4,000 tons, and the second phase of the project will start construction in the near future. In the future, relying on the project, Xiangshan County will attract upstream and downstream salmon enterprises to build a whole industrial chain layout of salmon nursery, breeding and deep processing.

Deep ploughing to the sea" has opened a new round of "ploughing the sea, animal husbandry and fishing".

Tapping into the value of the "sea": emerging industries are in the ascendant

Shanghai is one of the regions with the most developed marine economy and the highest concentration of marine industries in China, and it is expected that the city's marine GDP will exceed the trillion mark in 2023.

To stimulate the new kinetic energy of "blue development", scientific and technological innovation has always been the first driving force.

Gong Zheng, deputy secretary of the Shanghai Municipal Party Committee, mayor and head of the Shanghai Municipal Leading Group for the Construction of a Modern Marine City, pointed out that it is necessary to make every effort to promote the construction of a marine science and technology innovation system. This call was soon implemented in the Chongming (Changxing Island) Marine Economic Development Demonstration Zone in Shanghai: the proportion of R&D (scientific research and experimental development) investment in the marine field in the zone has increased significantly; Gather innovative R&D carriers around the high-end of the value chain, and accelerate the promotion of supplementing, consolidating and strengthening the marine equipment industry chain.

At present, the coastal area is seizing the "tuyere" and accelerating the layout of the industrial map.

Yangkou Port in Rudong County, Nantong City, Jiangsu Province, is an "energy island and industrial port", and has now become the "main engine" for the development of the sea, and after the completion of Guoxin, GCL, China Resources and other projects, the annual LNG (liquefied natural gas) handling capacity of Yangkou Port is expected to exceed 20 million tons, and will become the largest LNG energy supply center in the country.

In recent years, Shanwei City, Guangdong Province, has made great efforts to build an energy system of "wind, solar, water, fire, nuclear storage", and a number of large enterprises such as China General Nuclear Power Corporation have settled in one after another. "Shanwei has increasingly become a new 'highland' for the marine industry. Zheng Haitao, mayor of Shanwei City, told reporters.

In 2023, the world's largest 18 MW direct-drive offshore wind turbine with a single unit capacity and the world's largest 16 MW offshore wind turbine with a single capacity will roll off the assembly line in Fuqing City, Fujian Province.

In Zhoushan City, Zhejiang Province, the Pilot Free Trade Zone will do a good job in "oil and gas": the new oil and gas storage capacity will be 160 in 202340,000 square meters, with a cumulative storage capacity of 3,86760,000 square meters. Zhoushan City focuses on port and port industries, and develops the entire oil and gas industry chain with green petrochemical projects as the leader, and has built the largest petrochemical base in China.

On February 18, 2024, the second phase of the "Shenhai No. 1" project came with good news: the offshore hoisting operation of the east and west blocks of the newly built integrated processing platform was successfully completed in the sea area of Yacheng, Hainan, and the construction of the project has made new key progress, which will lay a solid foundation for the scheduled production.

Liu Kang, project manager of the second phase of the Shenhai No. 1 project, told reporters that after the second phase of the project is fully put into operation, the overall natural gas reserves of the "Shenhai No. 1" can increase from 100 billion cubic meters to 150 billion cubic meters, and the peak annual output will increase from 3 billion cubic meters to 4.5 billion cubic meters, which will continue to provide reliable clean energy for the Hainan Free Trade Port and the Guangdong-Hong Kong-Macao Greater Bay Area, and become an important gas source to ensure national energy security.

Asking for space, resources and benefits from the ocean, the "blue economy" is breaking the waves.

Unleash the potential of the "sea": expand the "Maritime Silk Road Circle of Friends".

On February 1, the 1,100 TEU cargo ship "SITC Four Days" slowly left Haitian Wharf in Xiamen, Fujian Province. So far, the "Silk Road Shipping" route from Xiamen Port has exceeded 10,000 times, and the container throughput has reached 11.16 million TEUs.

Launched in Xiamen in 2018, Silk Road Shipping is the first "Belt and Road" international integrated logistics service brand and platform with shipping as the theme in China.

Silk Road shipping helps reshape the new pattern of international logistics and the new model of coordinated development of transportation and trade. Li Nan, general manager of Fujian Silk Road shipping operations, said.

In its sixth year, the "circle of friends" of "Silk Road Shipping" has continued to expand - the number of members of the alliance has reached 320, and the number of named routes has exceeded 110 ......This "** waterway" from Fujian is getting wider and wider.

The sea embraces all things and reaches all directions. From the "sound of the rising sea" thousands of years ago to the 21st Century Maritime Silk Road in the new era, the ocean carries the unchanged "blue dream" of Chinese - that is, the desire for openness and exchange.

Turn around and open to the sea. From the perspective of ports, China's opening up to the outside world has paid off after decades of hard work: Shanghai Port, the container throughput will reach 4,915 in 202380,000 TEUs, ranking first in the world for 14 consecutive years; Guangxi Beibu Gulf International Gateway Hub Port, access to global container ports, connecting the inland hinterland, has become an important node of the new western land-sea corridor land and sea - along this international channel, more and more agricultural products from ASEAN countries have entered the Chinese market, and China's new energy, new materials and other products have also entered ASEAN countries.

The one who takes advantage of it is also the one who cannot be lost. "Striving for a strong and open development to the sea" has inspired the whole country to open up and develop to the "sea".

At the beginning of the new year, walking along the long coastline of our country, from south to north, as far as the eye can see, is full of vitality:

In Guangdong, the Guangzhou Nansha International Port and Shipping Center project with a total investment of about 2 billion yuan was officially started, which is the first modern port and shipping center in Nansha that integrates shipping scheduling, port and shipping business, port services, business and leisure.

In Zhejiang, as the international voyage ship "ZNST Luanda" slowly berthed at the No. 2 berth of the container terminal in the Chuanshan Port Area of Ningbo Zhoushan Port, the new South America West route of Ningbo Zhoushan Port was successfully put into operation.

In Shanghai, Maersk, a global container shipping company, officially unveiled the International Transit and Consolidation Center set up in the Lingang New Area of the Free Trade Zone, which will promote the development of international transit consolidation business in Shanghai Port.

The start determines the momentum. Looking at the "sea" and "getting a good grasp of it," "China's door to opening up" will be opened wider and wider.
