It is both an 'old thing', old in concept, which has been proposed in 2011;It is another 'new thing', new in content, that is, the goods are released on the 'first line', the 'second line' is controlled, and the entry and exit of personnel are highly convenient. The press conference systematically interpreted the recently introduced supporting policies for branch management, and explained the relevant notices on the operation of customs closure. The first line between Hengqin and the Macao Special Administrative Region and the second line between Hengqin and other areas within the customs territory of the People's Republic of China will be set up. Wang Chongrui, director of the Free Trade Department of Gongbei Customs, pointed out that the main highlight of the customs supervision model in the cooperation zone is the basic liberalization of the "first line", which mainly includes the basic liberalization of tax administration and the precise liberalization of inspection and quarantine; The "second line" is strictly controlled, mainly including the management of duty-free and bonded goods out of the area, and the management of tax-related goods out of the area; After the closure and operation, the articles carried and delivered by individuals entering the cooperation zone through the open ports of the cooperation zone can be used for normal consumption in the cooperation zone after the duty-free release, and the bonded goods can be freely circulated among the enterprises engaged in bonded business.
Zhong Yiyi, Director of the Legal Affairs Bureau of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, summarized the series of favorable policies into eight aspects: first, the scope of duty-free (bonded) goods is widely applicable, which is conducive to the import of duty-free (bonded) goods by various business entities in the cooperation zone; Second, the scope of duty-free (bonded) goods is no longer limited to "use and production-related", which is beneficial to business entities with imported machinery and equipment for self-use; Third, the scope of "first-line" bonded goods has been expanded to all categories, which is directly beneficial to business entities with "temporary entry and comeback" demand for goods; Fourth, the declaration of duty-free and bonded goods in and out of some "first-line" goods will be simplified, and customs procedures will be greatly simplified; Fifth, goods containing imported materials and parts with a processing value of 30% or more can be exempted from import tariffs when entering the mainland through the "second tier", which will directly benefit Macao's branded industries and manufacturing business entities such as science and technology research and development and traditional Chinese medicine. Sixth, passengers travelling to and from the "front line" will be allowed duty-free to carry "reasonable quantities of goods for their own use", which will be beneficial for Macao residents to travel between Hengqin and Macao; Seventh, specific animal and plant products can be conveniently brought into the Co-operation Zone from Macao from the perspective of inspection and quarantine, which will directly benefit Macao residents to study, work, start a business and live in the Co-operation Zone; Eighth, tourists (excluding non-resident tourists) who enter the Mainland through the "second tier" and leave the mainland for the first time within 15 days can carry duty-free items up to RMB8,000, which is conducive to the integrated and coordinated development of the tourism and commerce industry between Hengqin and Macao.
